Local Transport Plan 3 - Briefing on development and consultation proposals PDF 31 KB Ed Gurney Minutes: Ed Gurney, Transport Policy Officer, gave members a presentation on the Local Transport Plan 3.
Ed Gurney made the following points: · The Local Transport Plan 3 (LTP3) would be a 15 year Strategy (2011-2026) with a rolling 3-year Implementation Plan. · LTP3 would have a wider remit than the current LTP2, and joint working with other organisations would be necessary. · LTP3 would not be reward-funded in the same way that LTP2 had been. However it would be used as a reference document to attract funding. · Nine Local Transport Areas had been identified which were based on Local Community Area boundaries. · Consultation was being carried out on three areas – LTP3 Objectives, Local Issues/Problems and Options to address problems. · An LTP3 pack would be sent to all Parish Councils by e-mail or by hard copy if requested. · Feedback should be supplied via the BCC Website (‘Have your Say’ pages). · Information which had previously been gathered from Parish Councils would be included in the Consultation. However if things had changed, this should be fed back. · A full public Consultation would take place in Summer 2010. · An LTP3 Workshop would be held on 19 November 2009, 10:30am, at Chiltern District Council, following the LSP meeting. All Members were invited to attend this. An LTP3 Workshop for South Bucks was being held on the afternoon of 19 November.
A member referred to the five strategic objectives in the paper, and asked where day-to-day issues, such as pot-holes, were brought into these. Ed Gurney said that the five objectives were tied to the Department for Transport’s goals. Localised objectives had been developed under the five large objectives. The DFT required positive contribution to all five goals, but had indicated that objectives 1 and 2 should be given priority.
A member asked how BCC prevented consultations being dominated by Special Interest Groups SIGs). Ed Gurney said that at the symposium event the tables were given an equal share of SIG representation.
A member referred to the Aylesbury Vale growth agenda and asked if plans for road structures would be in the LTP3. Ed Gurney said that LTP3 would sit alongside the Aylesbury Vale Local Development Framework. It was likely that a lot of the funding for LTP3 would be from developer contributions. LTP3 would be an umbrella document.
A member asked if one response was required from each Parish Council, or from each Member. Ed Gurney said that there was no set method of response. A universal parish view would be ideal, and as much involvement as possible was needed.
A member said that concern had been voiced at a recent meeting of the Chepping Wye Valley Local Area Forum regarding the timescale of the Consultation. Ed Gurney said that all responses were needed by 31 December 2010. [post meeting note – the deadline was later extended until mid-late January, to allow for more responses]. The Cabinet Member for Transport said that help would be provided through workshops.

Update on Locality Working PDF 40 KB Rebecca Carley, Locality Services Manager Minutes: Rebecca Carley, Locality Services Manager, told members the following: · Work was ongoing with BALC to develop a much more productive relationship between Parish Councils, District Councils and BCC. · A ‘Purchasing Offer’ had been made to all Parish Councils in July 2009, with the aim to exploit the bulk purchasing economies negotiated by BCC. Some Parish Councils had showed interest in buying some energy and some engineering services, but only one query had been made. It was hoped that BALC could explore why this was. · Community leadership was being developed as Councillors had identified this as a valuable area. · BCC had carried out a review of the Neighbourhood Action Groups (NAGs), as had Thames Valley Police. The findings of Thames Valley Police had not been received yet, but BCC had submitted a comprehensive response. · Community Information Screens were being used in libraries, which were free-of-charge for local organisations to use. · The viability of Community internet kiosks was being looked at. If any Parish Councils were interested, they should contact Rebecca Carley’s team.
Lesley Blue said that the BALC website could help to promote these initiatives.

Market Towns & Rural Access to Services Programme (RASP) PDF 83 KB Malcolm Godwin Minutes: Malcolm Godwin updated members and said the following: · The Kop Hill Climb in Princes Risborough had been a fantastic event and has raised £18 000. Most of the money raised had gone to the Ian Rennie Hospice. · Rural Access to Services Programme (RASP) – Access to essential services – Aylesbury Vale Dial-a-Ride had purchased its first vehicle but had had problems in recruiting volunteer drivers. Similar schemes would be rolled out in Chiltern District, South bucks and Wycombe in 2010. · Wheels to Work – This would be launched in November 2010 in Quainton. The first scooter had been allocated. · Beaconsfield and Wendover had started to carry out healthchecks, which was positive news.
A member asked if volunteer drivers for RASP could claim out-of-pocket expenses. Malcolm Godwin said that this would be considered.
A member asked about the state of the markets and shops. Malcolm Godwin said that it varied. Princes Risborough had a number of empty shops, while the market in Buckingham was buoyant. |
