To confirm the minutes of the meeting of the Committee held on 21 January 2015.

The minutes of the meeting of the Licensing Committee held on 21 January 2015 were confirmed and signed by the Chairman.

The Committee received a report which informed members of Licensing Sub Committee determinations during the period January 2015-February 2015 and all pending appeals recently determined against licensing decisions.

The Committee received a report which informed Members of Officer Determinations during the period 13 December 2014 to 4 March 2015,

Following the decision on 21 January 2015 authorising the advertisement of proposed changes to the fees for Hackney Carriage and Private Hire Licensing, the Committee considered a report setting out in Appendix 2 the 10 responses that had been received during the consultation period, all of which objected to the proposed increases. In addition to the consultation a drop in session had been on 24 February for existing licensees to discuss the proposed fees prior to submitting formal responses and the report advised that this event had been attended by 12 out of the 174 South Bucks drivers.

During discussion of the proposed fees as set out in Appendix 1 the Committee noted that no increase for the renewals (1 year or 3 year) exceeded £35 a year. The Committee was also reminded that implementation of the fees would result in recovery of an estimated £253k of the shared service costs, lower that than the total cost of delivery of £289.782 per annum.

Following the discussion and in accordance with the authority delegated at the meeting of Council on 24 February 2015 the Committee

RESOLVED that the fees for Hackney Carriage and Private Hire Licensing as set out in Appendix 1 of the report be implemented, without modification, with effect from 2 April 2015.

The Committee received a report informing members of the number of private and hackney carriage matters during the period 13 December 2014 to March 2015.

RESOLVED that the report be noted.

The Committee received a report showing the total number of house-to-house collection permits and street collection permits issued during the period 13 December 2014 to 4 March 2015.

Member Training

In response to a question from the Chairman, an assurance was given that members appointed to the Committee following the District Elections and Annual Council would receive appropriate training and guidance and that the potential for carrying out some of this jointly with CDC members would be explored.
