Minutes:

The minutes of the meeting held on 28 January 2016 were confirmed.

26.

Progress from Pinewood - Update

To receive an update report from Sir Robert McAlpine including questions from members.

Minutes:

The group received a Presentation from Sir Robert McAlpine providing a construction progress update, and clarified that Steven Higgins had taken over the Project Manager role from Peter Munn. The presentation also included a brief ecology update.

 

Construction update.

February and March:

 

·      Façade works were ongoing throughout February and March, with concrete panels and insulated panels now installed.

·      Installation of M&E occurred, with the air handling unit, internal duct work and insulation works having been completed.

·      Soft Landscaping works continued, with planting of trees and works to the North and South pond areas.

 

April Onwards:

 

·      Internal fit-out works will continue to the stages.

·      Internal and external concrete works will occur to the main stages and perimeter.

·      A base tarmac layer has been laid-down and during April, the wearing course will be lain-down, signifying the end of the tarmac works.

·      The reptile underpass will be finished, and will be situated near to the new roundabout.

·      The cladding works will be completed at the end of April.

 

Community Liaison Update.

February and March:

 

·      Letters were distributed to residents and stakeholders containing amended dates of gas works on Pinewood Road, and notification of weekend hours being worked.

·      Sir Robert McAlpine concentrated on the Health and Wellbeing of the internal site community, with free porridge on site, and a talk on prostate cancer to all staff.

·      Commitment to local employment continued with the ‘Meet the Contractor’ event in partnership with Bucks Business First.

o    Invitations were sent to fit-out trade businesses and tradesmen to include businesses of all sizes, and advertised throughout Bucks.

·      The Legacy Project was ongoing, with DIY SOS at the Iver Heath Scout Group, alongside usage of several groups, including St. Margaret’s Church.

·      The traditional Sir Robert McAlpine Topping-Out event was held in celebration of reaching roof level, and most of the concrete having being laid.

 

April Onwards:

 

·      The focus for April onwards is working with local education.

o    Iver Heath Primary School will be visiting PSDF & Pinewood Studios

o    Chalfont Community College will also be visiting to discuss working in construction, and Women in Construction. Sir Robert McAlpine is hoping to team up with Pinewood to talk to the college about the film industry.

o    There are currently 2 work experience placements.

 

Ecology Update

 

·      Zoe from ARUP has been on site for the soft-landscaping phase to ensure there are no adverse effects on the site’s ecology, alongside her standard supervision of key tasks, activities, and provision of advice.

·      Weekly ecology checks continue, with Badger Activity monitoring and incidental recording showing deer on both sides of the site, near The Clump and Saul’s Farm.

·      The Heras fence will remain, but as per the agreement, the reptile fence will be removed, and ecological supervision of works will be undertaken when necessary.

·      Seasonally appropriate landscaping works (e.g. tree planting) have commenced, to be finished at the end of April.

Minutes:

None received.

28.

s106 Update

Minutes:

Members noted a document detailing some of the Development Covenant Obligations from Bucks County Council, with Councillor Sullivan declaring an interest due to the proximity of her house to the sites within s106. The group was disappointed that a BCC representative was unable to clarify points of detail relating to the s106 agreement.

 

The Group considered whether there was any room to look at the agreement in light of the recent infrastructure changes, and the suggestions that would be coming to light due to the Local Plan. Sir Robert McAlpine also voiced concerns about the timing of the roundabout works as they were predicated in 2011/12, and expressed the view that it would be useful to undertake a review of the activities within Iver/Iver Heath in order to look at the whole picture. The Chairman of the PCLG resolved to take an action by raising this with Martin Tett (Leader of BCC) in the context of co-ordination and feedback, and discussion of scope and variation on the contract.

 

Members raised a number of concerns that could not be answered within the meeting as the agreement would need to be looked at again in terms of the mechanics and legalities of the document, but it was noted that the parameters of the agreement were not overly rigid.

Agenda Items for Next Meeting

Minutes:

Members asked that the following items be considered at the next meeting of the Pinewood Community Liaison Group:

·         A Bucks County Council Representative to attend in regards to the S106 Agreement.

·         An update of the TRG meeting from the 22nd April.

Date of Next Meeting

Minutes:

The date of the next meeting was agreed as the 25th May 2016.

 

Additionally, the date for the next Pinewood walk around was agreed as 2pm on the 28th April.
