Reason for Decision

To ensure that the needs of the community are considered when decisions are made as regards to the removal of public telephone equipment. The need for urgency is to meet timeframes set by BT in line with the requirements of s.49 of the Communications Act 2003.

Consultation Undertaken

Consultations with ward members were undertaken by way of Members’ Update. Copies of the consultation and telephone kiosks affected were placed in the Members’ Room. Individual Parish Councils were consulted by letter dated 30 September and were sent a first notification of the Council’s draft decision on 1 December. Initial parish comments and our responses to them are included in the annex to the report.

The Homes and Housing service have indicated some concern about the potential impact upon local people who are vulnerable and/or on low incomes and do not have private telephone facilities of their own. However, it is difficult to quantify the number of people who may be affected.

BT undertook a separate consultation directly with the parishes concerned, and posted notices in the boxes. This consultation focussed mainly on the ‘adopt a kiosk’ scheme.
