     To receive apologies for absence.

     To receive any declaration of personal or personal and prejudicial interest by Members relating to items on the agenda.  If any Member is uncertain as to whether an interest should be disclosed, he or she is asked if possible to contact the District Solicitor prior to the meeting.  Members are reminded that if they are declaring an interest whether personal or personal and prejudicial they should state the nature of that interest whether or not they leave the Council Chamber.

To receive a presentation on the Licensing Act 2003 and the role of the Committee and Panels.  Copies of the report and Appendix submitted to the Regulatory and Appeals Committee on 24 September 2003 are attached at Appendix 3 to this agenda, in order to provide background information.  The Recommendation contained within the report was agreed by Council on 6 October 2003.  Members will also be asked to consider the issues of training and the appointment of Standing Deputies in connection with both the Committee and Panels.  Selection of Members to serve on the Panels will take place in due course when the political balance requirements can be taken into account.
