39.  MINUTES

RESOLVED: That the Minutes of the meeting of the Planning Committee held on 12 August 2009 be approved as a correct record and signed by the Chairman.

40.  DECLARATIONS OF INTEREST

Councillors A Hussain, C A Ditta and J Mann individually declared personal and prejudicial interests in Application 09/06094/FUL and all left the Chamber during discussion of the application.

41. PLANS DETERMINED UNDER THE TOWN AND COUNTRY PLANNING ACT 1990

RESOLVED: That the report be received and the recommendations contained in the report be adopted subject to any deletions, additions or alterations as set out in the attached schedule and Minute No 42 below.

42. 09/06094/FUL – CONSTRUCTION OF TWO STOREY REAR EXTENSION AND CONVERSION OF EXISTING DWELLING INTO 2 X 2 BED FLATS WITH REAR BALCONY AND CYCLE STORAGE

The application was considered in detail by the Committee, with particular reference to the following issues and policy considerations:

·

The design, visibility and site frontage

·

Amenities of neighbours

·

Amenities of future occupiers, including bin storage

·

Parking and highway safety

Members expressed considerable concern at the very limited provision for parking offered by the proposal, particularly since the site was located on a busy street where no on-street parking was permitted. The potential for displaced parking was a concern shared by many on the Committee.

During detailed discussions, there was agreement that the single, shared parking space proposed in the application should be specifically allocated to one of the 2 proposed dwellings, as a measure to allay potential difficulties in the future. Members felt that a condition should be included in this respect, however officers noted that the issue would be better served by way of an informative.

RESOLVED: That Application 09/06094/FUL be approved.

43.    SITE VISITS

RESOLVED: That in the event that it is necessary to arrange site visits on Tuesday 6 October 2009 in respect of the agenda for the meeting to be held on 7 October 2009, the following Members be invited to visit any proposed sites with the relevant local Members.

Councillors Mrs K M Draper, J Mann, N B Marshall, H L McCarthy, Mrs P Priestley and Mrs J E Teesdale.

 

 

44. PRE-PLANNING COMMITTEE TRAINING / INFORMATION SESSIONS

Members received information on the following forthcoming training and other events:

·

22 September 2009: a compulsory training event for members of the Planning Committee and Regulatory and Appeals Committee, covering, amongst other matters the Code of Conduct

·

7 October 2009: a meeting open to the general public to cover feedback from the Quality Counts Tour

·

4 November 2009: training and discussion on the topic of planning enforcement

RESOLVED: That the report be noted.

45. FILE ON ACTION TAKEN UNDER DELEGATED POWERS

The file on action taken under delegated powers since the last meeting was circulated for the Committee’s attention.
