Decision:

Following the Council’s request under section 20(7C) of the Planning and Compulsory Purchase Act 2004 for the Inspector to recommend main modifications as necessary to make the Plan sound and legally-compliant (letter dated 7 September 2018, ED169), the Council prepared a comprehensive list of proposed modifications. The main modifications were published for consultation between 5 November and 17 December 2019 and nearly 800 representations were received.

Reasons for the decision:

The Inspector issued a note regarding the timetable of the publication of the modifications in July 2019 (ED219) which included a request that the Council provide a response to the representations.

At the Inspector’s request, the responses to the main modification representations are being submitted in batches as they are finalised. Batch one was approved on 21 August 2020 and batch two on 2 October 2020. Where appropriate, the responses are underpinned by additional documentation which will also be submitted to the Inspector.

Alternative options considered:

To not approve the responses to the main modifications. The VALP Inspector specifically requested the Council’s response to representations on the main modifications and not providing these would mean his request would not be met.
