Variation of condition 2 (Approved Plans) of planning permission CC/0059/19 (Demolition of a single storey building; Erection of new two storey Teaching Block, Sports Hall and Changing Facilities; Single storey extension to create Music Practise Rooms; together with internal and external refurbishments and minor works to existing buildings, landscaping and associated new parking spaces (including access from Watchet Lane)) to allow for changes to parking and landscaping.

Members voted unanimously in favour of the motion that conditional permission be

granted subject to the conditions and informative as per the officer’s report .

 

It was proposed by Councillor J Waters and seconded by Councillor G Harris

 

Resolved: that the application be granted conditional permission in accordance with the officer recommendation.

Demolition of unlisted buildings in a conservation area including extensions to the rear and side of the church, two residential properties and outbuildings, conversion and alteration of the church to 6 flats, new side access ramp, erection of an apartment building comprising 6 flats, a terrace of 3 houses and 2 semi-detached mews houses, parking, access and landscaping.

Members voted in favour of the motion to refuse the application for the following reasons:

 

1.      The proposed redevelopment of the southern corner of the site, replacing landscaping and mature trees with built form, would change the street scene and would result in a harder edge that would adversely affect the character of the area and the views into and out of the conservation area.

 

2.      The proximity of the proposed apartment building to neighbouring properties given its height and the topography of the site, would result in it appearing visually intrusive and overbearing, thus harming their amenities.

 

1.      The shortfall of parking from the Council’s Parking Standards would result in an increase of on-street parking and inconvenience to other road users.

 

3.      The lack of amenity space serving the apartments within the site for future occupiers of the development would result in a poor living environment.

 

It was proposed by Councillor J MacBean, seconded by Councillor J Rush.

 

Resolved: that the application be refused for the reasons set out above.

 

Cllr Darby, having declared an interest in this Item left the room for the duration of the consideration of this application and took no part in the debate or voting.

Members voted unanimously in favour of the motion that conditional permission be granted, subject to the conditions as per the officer’s report.
