Councillor N Southworth declared a personal and prejudicial interest in agenda item 9, application reference PL/20/1166/FA as relatives of his resided close to the application site. Councillor Southworth also declared a personal and prejudicial interest in agenda item 10, application reference PL/20/1214/VRC due to a professional conflict. Councillor Southworth would leave the meeting for both of these items and take no part in the deliberation or subsequent votes.

 

Councillor J MacBean declared a personal and prejudicial interest in agenda item 10, application reference PL/20/1214/VRC as a neighbour of the applicant was known to her. Councillor MacBean would leave the meeting for this item and take no part in the deliberation or subsequent vote. Councillor MacBean also declared a personal interest in agenda item 4, application reference PL/19/4402/FA as some of those who had made objections to the application were known to her but they were not close associates.

Notes:

  • The case officer clarified that the number of garages proposed to be demolished was nineteen.

That conditional permission be granted subject to the conditions outlined in the officer report along with the addition of two additional conditions, one to require obscure glazing at the proposed first floor windows of the three dwellings and the other to define an area for refuse collection and this conditional permission would be subject to the satisfactory prior completion of a Section 106 Planning Obligation Agreement relating to the Burnham Beeches Access Management Scheme. If the Section 106 agreement cannot be completed the application to be refused for such reasons as considered appropriate.
