CM/0066/20 Proposal: Planning Application made under Section 73 of the Town and Country Planning Act 1990 to vary Condition 1 (Plans), Condition 2 (Operating Hours)

and Condition 3 (Lorry Movements) of planning permission 08/20007/AWD at

Lockharts Farm Recycling Facility, Wing Road, Cublington, LU6 0LB.

 

CM/0018/21 Proposal: Installation of concrete walling, litter netting, fuel tanks and

water tank.

 

As the planning applications had originally been considered by the Committee on

15th December 2021 with public speaking and again on 9th March 2022, in accordance with the Planning Committee Procedure Rules, there was no public speaking at the meeting.

 

It was proposed by Councillor Mordue, seconded by Councillor Mahon and

 

RESOLVED

 

That application CM/0018/21 be approved subject to the conditions set out in paragraph 1.8 of the officer’s report.

 

The Committee then moved to consider application CM/0066/20

 

It was proposed by Councillor Cooper, seconded by Councillor Bond and

 

RESOLVED

 

That application CM/0066/20 be refused for the following reason:

 

The proposed intensification in use and operation of the site, including the introduction of further machinery and the resultant increase in Heavy Goods Vehicle movements would result in harm to the amenity of residents, including but not limited to Cedar Farm House, South Tinkers Hole Farm and Amicus Trust Buildings, as well as the nearby residents of Wing and users of the local highway network. The proposal is therefore contrary to Policy 16 of the Buckinghamshire Minerals and Waste Local Plan 2016 - 2036 and Policies BE3 and T5 of the Vale of Aylesbury Local Plan 2013 – 2033 (Adopted September 2021) and guidance contained in the National Planning Policy Framework.
