To note the minutes of the meeting held on 22 December 2020.

RESOLVED: That the minutes of the last meeting of the Planning held on 22 December 2020 be confirmed as a true record.

Proposal:Single storey front/rear extensions, two storey side extension (retrospective)

Updates provided at the meeting by the Planning Enforcement Officer

(i)                  The two appeals referred to in section 3 of the report had been withdrawn which also resulted in the applications being withdrawn

(ii)                Amended plans were recently submitted as per those appearing in the presentation slides to reflect some minor roof design differences and to add dimensions for clarity. The changes were not material

(iii)               A late letter was submitted by the applicant which referenced their background of events, reference to developments at the neighbouring property and that they had removed the proposed dormers indicating that the calculations were correct

It was proposed by Councillor W Matthews and seconded by Councillor B Gibbs and,

RESOLVED: That

(i)                  Conditional permission be granted subject to the conditions as set out in page 11 of the report

(ii)                The Planning Enforcement Officer was thanked for her detailed report and research.

Proposal: Erection of new dwelling for agricultural worker.

Updates were provided at the meeting by the Planning Officer

         i.            As a result of format issues paragraphs 2.3 to 2.6 of the report had duplicated themselves but no key information had been lost due to this error.

       ii.            An additional objection letter had been received after the publication of the report. This raised no new material planning considerations.

     iii.            Additional comments had been received from the Agricultural Consultant following the publication of the report. These summarised the overall support for the proposed development.

     iv.            A letter from the applicant had been sent to Members of this Committee addressing points raised in previous objection letters

       v.            Some minor amendments had been made to planning conditions 4, 5 and 6 following a review from Legal Services. The agent had agreed to planning condition 4 which was a pre-commencement condition. Within condition 4, the sentence: “The scheme shall be implemented as approved” had been moved to the end. Within condition 5, the phrase “in writing” had been added and for Condition 6, reference had been made to Condition 5.

RESOLVED: That the application be refused on the basis that the application did not demonstrate very special circumstances which were sufficient to outweigh the harm to the Green Belt.
