Councillor T Egleton: Application PL/24/1860/FA – declared an interest due to being acquainted with one of the public speakers in that he knew him in a professional capacity through a local charity in Stoke Poges and has had dealings with him. Councillor Egleton declared that he had not predetermined the application and had come to the meeting with an open mind and therefore would listen to the debate before reaching a decision and voting on the application.

Members voted unanimously in favour of the motion to grant conditional permission, in line with officer’s recommendation.

 

It was proposed by Councillor G Hollis and seconded by Councillor G Sandy.

 

Resolved: that the application be approved in line with officer’s recommendation.

Change of use to a religious learning centre for the purposes of teaching/training, focal deity for meditation and Hinduism learning.

 

This application was the subject of a site visit.

 

Following a full debate, Members voted in favour of the motion to refuse the application, contrary to officer’s recommendation, for the following reasons:

 

·      The proposed development would not include adequate provision within the site for the parking and manoeuvring of vehicles clear of the highway. The development, if permitted, would therefore be likely to lead to the detriment of public and highway safety and inconvenience of highway users. The development is therefore contrary to the Policies TR5 and TR7 of the South Bucks District Local Plan (adopted March 1999 Consolidated September 2007 and February 2011). 

·      The location of the site was such that it had only limited access by non-car modes of travel. The absence of adequate infrastructure and the site’s remoteness from major built up areas was such that it was likely to be reliant on the use of the private car contrary to local and national transport policy. The development was therefore contrary to the National Planning Policy Framework and Core Policy 7 of the South Bucks Core Strategy (Adopted February 2011).

·      The proposed development would result in the loss of an existing community facility, and it had not demonstrated that there was no longer a need for this facility. The proposed development was not considered to constitute a community facility given that it would not serve those local to the application site. The proposed development would therefore be contrary to the NPPF and Policies COM1 and COM2 of the South Bucks District Local Plan (adopted March 1999 Consolidated September 2007 and February 2011).
