Councillor Richard Newcombe declared a non-prejudicial interest in item 4; application number 22/03709/AOP – Bucks CC Sports and Social Club, Lower Road, Stoke Mandeville, Buckinghamshire, as a Local Member, in line with his previous declaration on this application.

In line with the Buckinghamshire Council Constitution, public speakers were invited to speak on this item at the Strategic Sites Committee meeting on 15 December 2023.

 

However, as in the opinion of the lead planning officer, there are no significant amendments or changes to the substance of the application, there will be no further public speaking on this item.

Proposal: Outline application with access to be considered for redevelopment of the site comprising up to 100 residential units (Use Class C3) and the provision of green open space, together with associated landscaping and parking, widening of access and alterations to 149-151 Lower Road to accommodate widened access, and an internal link road to Booker Park School.

 

A site visit was carried out on 7 December 2023.

 

The case officer, Sue Pilcher, Principal Planner, highlighted the report that went to the Strategic Sites Committee on 15 December 2023, alongside 2 update reports. S Pilcher also provided a summary of the further update available in the agenda pack and the supplementary report.

 

It was proposed by Councillor Michael Rand and seconded by Councillor Jonathan Waters.

 

Due to the vote being tied, the Chairman exercised his right to his casting vote and voted in favour of the motion. Therefore, the following motion was agreed:

 

Resolved: that the application be deferred and delegated to the Director of Planning and Environment for APPROVAL subject to the informative detailed below and the referral of the application to the Secretary of State given the objection to the development from Sport England.

 

In the event that the application is not called in by the Secretary of State, for the application to be approved subject to the satisfactory completion of a Memorandum of Understanding (the details of which were set out in the Officer’s report) and subject to the conditions as proposed (with any amendments or additions as considered appropriate) by Officers and receipt of no new material representations with the addition of an informative:

·       To consider the impact of the proximity of the site to an existing school and to seek to mitigate potential impacts on the street and parking within the site at school drop off and pick up times.

·       To provide a no right turn sign on the exit to Lower Road

 

or if these are not achieved for the application to be refused.
