Councillor Richard Newcombe declared an interest in item 4 – application CC/0067/20, High Heavens Waste Site, as he was a Council representative on the Chilterns Conservation Board who had commented on the application.  However, Councillor Newcombe stated that he had not had any part in submitting the comment.

Proposal:  Application for the demolition of Dano building, reconfiguration of the site and the erection of a food waste building, waste handling bays (part retrospective), contractors office, weighbridge, food waste tank, fire water tanks (retrospective), wheel wash and tank, ancillary tanks, hardstanding area, soil bund, fencing and associated development a.t High Heavens Landfill Site, Clay Lane, Booker, SL7 3DJ.

It was proposed by Councillor Carole Paternoster and seconded by Councillor Steve Broadbent and agreed unanimously at a vote that the application be approved as per the recommendation in the officer’s report, subject to the additional conditions and an amendment as proposed by the committee.

 

Resolved:

 

That subject to no over-riding objections being received from outstanding consultations, the Strategic Sites Committee supported application CC/0067/20 at High Heavens Household Waste Site, Clay Lane, Booker, Buckinghamshire, SL7 3DJ and delegated authority to the Service Director for Planning and Environment to grant planning permission subject to detailed conditions to be finalised including those set out in Section 8 as well as:

 

  • An amendment to condition 13 in that electric vehicle charging points be provided from the outset.

·       More mature tree planting, rather than whips, be carried out to soften impacts of the site won soil bund and add to the mitigating impact of screening the wider site.

  • External lighting to be downlighting.

An odour management plan to be provided six months after opening.

Proposal: Development of a new two and three storey 6FE (1080 place) secondary school including a 32 place Special Educational Needs (SEN) Unit, two vehicle access points and pedestrian/cycle access point onto the approved road to the east, maintenance access from Burcott Lane, staff car parking including electric charging points, cycle storage, sports hall, canopies, pavilion, playing pitches, all-weather pitch, multi-use-games-area (MUGA), external bin and sports equipment storage and associated landscaping and external works.
