Councillor Carole Paternoster declared a personal interest in item 4, CM/0037/20 - Proposed Building for Fresh Cooking Oil Packing & Used Cooking Oil Processing at Olleco.  Councillor Paternoster stated she had objected to the application and would be speaking as the local member.  After speaking, Councillor Paternoster would leave the meeting and re-join for item 5.

 

In relation to item 4, Councillor Richard Newcombe declared he was a resident of Aston Clinton, but he had no personal interest in the matter and had no reason not to participate in considering the application. 

 

In relation to item 5, CC/0015/20, New dual carriageway link road including: roundabout junction B4443 Lower Road, roundabout junction at A413 Wendover Road, railway bridge, footway/cycleways, noise attenuation barrier, street lighting, earthworks and landscaping between B4443 Lower Road and A413 Councillor Newcombe stated he was a local member for the Wendover, Halton and Stoke Mandeville ward and had not expressed a view on the application.  Councillor Newcombe also advised that he was a council representative on the Chilterns Conservation Board who had submitted an observation, but he had not had any part in formulating or submitting the observation and had no reason not to participate in considering the application.

It was proposed by Councillor Alan Turner, seconded by Councillor Steve Broadbent and agreed unanimously at a vote that the application be approved as per the officer’s report subject to detailed conditions to be finalised including the conditions set out in Section 8 of this report. 

 

Resolved:

 

Subject to the applicant entering in to an appropriate S. 106 Planning Obligation to apply the requirements with regard to routing the Strategic Sites Committee indicated support for application CM/0037/20 and delegated Authority to the Service Director for Planning and Environment to grant planning permission subject to detailed conditions to be finalised including the conditions set out in Section 8 of this report.

 

Note 1:  Councillor Peter Jones did not participate in the vote as he was absent for a portion of the debate.

It was proposed by Councillor Llew Monger, seconded by Councillor Carole Paternoster and agreed unanimously at a vote that the application be approved as per the officer’s report.

 

Resolved:

 

It is recommended that permission be deferred and delegated to the Director of Planning and Environment to grant permission subject to conditions as considered appropriate by Officers and completion of a memorandum of understanding regarding the delivery of the transport mitigation.

 

Note 2:  Councillor Santokh Chhokar left the meeting at 16:44 and did not participate in the vote.
