Chairman's Welcome

Minutes:

Jilly Jordan introduced herself as the new Chair of the Winslow and Villages Community Board, she thanked Phil Gomm for all of his hard work over the past year.

 

The purpose of the Community Boards is to bring the Unitary Council, local groups, organisations are residents together. To look at local issues and find ways of improving them together. The emphasis is with local, Community Boards should represent the voice of local people, capture thoughts ideas and suggestions, bring together key community partners and residents and identify local needs and work to produces creative solutions. Going forward Jilly would like to focus on the word together, she would ask that discussions are held in the spirit of cooperation and respect. We don’t all have to agree with one another but let’s have open & honest discussions forgetting any political differences without deviating from the matter in hand. If there are matters anyone wishes to discuss under community matters plesae notify either Jilly or Sophia in advance of the meeting so we can allocate time as appropriate. If we adopt this spirit we can achieve positive results for the communities we serve. Although we are having a face to face meeting this evening, Jilly is conscious that we have come from a wide geographical area with this in mind Jilly proposed that we return to the online format at least for the majority of the meetings. Finally, Jilly would like to thank Sophia for her work as Manager of the Community Board.

TVP Update

Police Sergeant Daniel Crook

Minutes:

Acting Inspector Daniel Crook provided an update confirming TVP area command unit changes were being made with Aylesbury being merged with the High Wycombe and Amersham area, with Emma Burrows the Chief Superintendent for the area. Rebecca Mears was now heading up the investigation side.

Daniel confirmed he was currently covering James Davies who is on secondment, and that Daniel was new to the area. David Kuttner was still the local Sergeant supported by 2 PCs and 2 PSCOs for the Board area. New posters detailing staff are available from local officers.

Andy Piotrowski, PCSO TVP, confirmed the priorities for the year were:

·       Rural crime, particularly car parking campaigns

·       ABS – Winslow rec ground was highlighted · Community engagement – Have Your Say events to be reestablished, school visits/youth club

·       Partnership working – Fairhive, Community Safety team, Trading Standards

·       Speed Enforcement – officers are now trained and operational.

Operation Signature is dealing with fraud and scams with home visits taking place with vulnerable residents. All were encouraged to report incidents to help build the picture/secure additional support.

Crime stats will be sent to all parishes for their meetings, they will be high level, but more details can be found at police.gov.uk.

All were encouraged to sign up to TVP alerts for current activity and incidents.

Action: John Gilbey/John Chilver to forward on email trial to Andy Piotrowski regarding road closure in Great Horwood.

Be Healthy Bucks

Presentation by Samsuz Zaman – Community & Partnership Executive, Be Healthy Bucks, Health Division

Samsuz delivered a presentation about Be Healthy Bucks.

Action: Samsuz to provide local provider details for the parishes which fall under Bletchley (MK).

It was noted that vaping was not included within the work due to little research on impact.

Community Matters

Minutes:

The following question was raised:

Given the pressure to plant more trees, does BC monitor the compliance of householders who are permitted to fell trees on condition that they replace the tree(s) with a suitable new one?

If not, perhaps they should, as it would be a low cost (to BC and the public purse) means to improve our green diversity.

Parish councils are no longer consulted on planning applications to fell trees with TPO's , so they do not always know if such a condition has been imposed? nor on whom.

Action: Sophia Comer to pass question to relevant Buckinghamshire Council Officer for direct response.

Read by Wendy Morgan-Brown – Head of Partnerships & Communities, Business Intelligence & Community Support, Buckinghamshire Council.

Action: Newton Longville to email Chairman with the details and she will follow-up.

Ian Whipp highlighted the Newton Longville Parish CGR consultation and the need for an additional parish councillor to help with demand. He would like to have the role in place sooner than 2025. Phil Gomm noted he was speaking with the Standards Committee.

Action: Wendy to raise above questions with the Cabinet Member for Communities and Democratic Services.

Community Board Update

Minutes:

Presentation by Sophia Comer on the progress of the Community board. Slides are attached to these action notes.

A future agenda item was requested on community transport as some parishes have CIL funding available and would like to use this to support this transport.

Action: Sophia Comer to look into Community Transport as a future agenda item or as a separate task and finish group.

Task and Finish Group Update

Cllr Gomm & John Chilver

Minutes:

An update was provided regarding each Community Board priority.

Environmental Sub-Group (Cllr John Chilver)

A review of funded projects would take place on 30 May, leaving 10am from the Bell – all welcome to attend. As part of this review Pitchcott Farm, Granborough Coronation Meadow, MASH Common Orchard would be visited.

Environment remains a priority- the board would like to start to consider new projects to deliver this.

Rural Economy uplift Sub-Group (Cllr Phil Gomm)

The group were working to uplift Winslow market to increase traders across the area, hoping to restart on 21 July with some themed markets as well – antiques, local producers.

The board is working with Winslow Town Council to purchase additional equipment for more traders. The community bus is a key partner too.

The group are considering events on the square such as May Day and working more closely with the library.

The Dementia Awareness event went well within the library, increasing footfall and ambiance.

LCWIP – Buckinghamshire Council are currently being asked to consider their requirements for new cycle and walkway to feed into the national picture. Using Winslow as a hub with routes to the villages, Swan Way has already been identified within the work. Funding is currently unknown until the national picture is collated.

A question was asked about engagement with private landowners as nothing to-date.

Phil stated there are still stages to go through to see what’s possible and who is interested.
