Declarations of interest Additional documents: Minutes: Councillor Fealey declared a personal interest in item five (20/03822/APP) as his son had previously attended the school. However, he made known that this interest was not prejudicial and he was not pre-determined on the matter.

Resolved:
That application 20/03822/APP be deferred and delegated to officers to resolve outstanding technical matters (ecology, and surface water drainage) and for the application to be approved by the Chairman following the resolution of these matters, planning conditions and the successful completion of a S106.
For the following reason:
Following debate, Members agreed that the proposal would cause less than substantial harm to the significance of designated heritage assets. In accordance with national and local policy the level of harm identified has to be considered in relation to the public benefits proposed. The Members considered that the public benefits, which had been fully documented within the officer’s report and in particular the mitigation and wider restoration benefits, were sufficient to outweigh the harm identified. Accordingly the Members did not support the recommendation to refuse the application and an alternative resolution was agreed. |
