The Chairman welcomed new local councillor M Harker who would be representing the Missendens ward.

RESOLVED

The Chairman confirmed M Harker as the new Vice-Chairman of the Missenden Community Board for the commencing year.

To agree the minutes of the meeting held on 9 March 2021.

Members of the board AGREED the minutes of the meeting held on 9 March 2021 as an accurate record.

To give an overview of what took place over the last year.

The Chairman referred to the slides circulated with the agenda.

The Board had been allowed to carry over unused funding from 2019/20 as a one off given a total of £111,045.00. This must be allocated by the end of the 2020/21 financial year.

i)                    To agree the Action Groups as follows:

• To support the corporate priorities, areas of focus will be:

Ø  Environment and Climate Change

Ø  Economic Regeneration

• Health & Wellbeing
• Community Safety
• Highways group (will meet 4 times a year before main Board meetings to discuss any issues)
• Youth voice will be heard on all groups and representation from local young people invited to join us

ii)                  Call to action – be involved, help us work to support the Community

iii)                Opportunity for the Community Board to provide views on the local priorities and project ideas within the key areas of focus

The Chairman referred to a presentation, a copy of which would be appended to these minutes.

The following Action Groups would be formed for the year ahead:

• Environment and climate change
• Economic regeneration
• Health and wellbeing
• Community safety
• Youth voice

In addition, there would be:

• A highways group to meet to address specific issues only.
• Task and finish groups to see specific projects from beginning to end.

Ms L Charleston introduced a Google document that attendees could anonymously update with ideas for each area of focus. Alternatively ideas could be emailed to Liz.Charleston@buckinghamshire.gov.uk.

A short presentation on project ideas from Chris Black

Mr C Black, local resident, gave a presentation on ideas for the environment action group.

Mr Black encouraged attendance at the first meeting of the environment and climate change action group including those from other action groups to discuss cross working.

• Funding Summary – to provide an update on the budget, applications received since the last meeting and the funding process
• Developing an Action Plan – to confirm that a high level plan of board priorities and actions to deliver these will be developed over the summer and shared with the board at the next meeting
• Update -  Chiltern & South Bucks Policing Issues Forum
• Update -  HS2

Ms L Charleston referred to the presentation circulated with the agenda.

The slides covered changes had been made the application process and details of funding applications received to date.

Mr R Gibson gave an update on behalf of the Chiltern and South Bucks Policing Issues Forum. A copy of the presentation was circulated with the agenda. It was hoped that the community board could help to drive up response rates of the forum’s resident survey particularly among young people.

Nag Lane, Great Kingshill petition

To address concerns raised regarding speed pneumatic tubes would be laid across the road to allow for data collection. Once this data had been analysed a plan of action would be developed.

Prestwood recreational grounds ownership/management

A petition had been submitted for Buckinghamshire Council to pass ownership of the Prestwood recreational grounds to Great Missenden Parish Council who already own and manage the Prestwood Commons on the same site. The Chairman had met with Cllr S Bowles, Cabinet Member for Communities who had been positive something could be done. A proposal would be taken to the next meeting of the Devolution Committee in September 2021.

Ms L Charleston, Community Board Co-ordinator, drew attendee’s attention to updated circulated with the agenda which included information on:

• Ongoing consultations.
• Changes to home to school transport.
• Covid update and key messages.

In response to questions it was confirmed:

• The government review of electoral boundaries was ongoing and in the long term may lead to less Buckinghamshire Council councillors. Possible impact on community boards was not known at this time but reviews would be carried out at the appropriate time.
• Democratic Services would look into including whether a copy of the meetings chat transcript could be downloaded and circulated with the minutes. ACTION Ms Kenward
