Councillor G Sandy: Application number PL/21/1785/FA – declared a non-pecuniary interest and indicated he would speak to the application as Ward Member. He also declared that he was a member of the Hitcham and Taplow Society a long time defender of the Taplow Conservation Area. Councillor Sandy stated that he would speak to the application and then take no further part in the debate or voting on the application.

 

Councillor A Wheelhouse: Application numbers PL/21/2574/FA and PL/21/3133/FA – declared a non-pecuniary interest due to being a member of Beaconsfield Town Council and Chairman of Beaconsfield Society. Councillor Wheelhouse declared she had not expressed a view when the applications were discussed and that she had an open mind, would listen to the debate and make a decision once the debate was over.

This application was the subject of a site visit.

 

Members voted unanimously in favour of the motion to refuse the application in accordance with the officer recommendation.

Conversion of single dwelling house into 3 self-contained flats, two storey side/rear extension, single storey rear extension, front porch and extension to vehicular access.

 

This application was the subject of a site visit.

 

Having noted the change to the recommendation, Members voted in favour of the motion to refuse the application for the following reasons:

 

·         The proposal, by virtue of its density and the appearance would result in a development that would be out of keeping with the character and appearance of the street scene and the area generally. As such, the proposal was contrary to saved policies EP3 and H9 set out in the South Bucks District Local Plan (adopted March 1999), Core Policy 8 of the South Bucks District Core Strategy (adopted February 2011) and the NPPF (2021).

 

·         By virtue of the increased use from the additional units the proposal would result in additional disturbance and activity in connection with the plot which would be to the detriment of the residential amenities of neighbouring residents. As such, the proposal would be detrimental to the residential amenities currently enjoyed by the occupants of neighbouring properties, contrary to Policies EP3 and H9 of the South Bucks District Local Plan (adopted March 1999) and the NPPF (2021).

            Resolved: that the application be refused.
