Before consideration of the planning application, Members were informed by Officers that just prior to the start of the meeting, officers were contacted by Newton Longville Parish Council (NLPC) and informed that NLPC had not been re-consulted on the amended application.  NLPC had asserted that they had been unable to make representations on the application as they had not been formally notified.  Consequently, NLPC had not been invited to speak at the planning committee meeting.

 

The Council’s Constitution, Part D, Planning Committee Procedure Rules, paragraph 3.20 (Public Speaking Arrangements) stated that Town or parish councils who had been consulted on an application and where they had made a written representation would be invited to speak at the first Planning Committee at which a matter was considered.

 

In view of the above circumstances, the Committee was provided with legal advice from the Planning Solicitor for the Council that the planning application should be deferred to allow proper consultation processes to be completed, and for the application to then be resubmitted to Members for determination.  Officers apologised to the Committee, the applicant’s agent (who was present at the meeting) and applicant, and other people impacted by this situation.

 

RESOLVED –

 

That application 20/00472/APP be deferred to allow further consultation to be undertaken, as detailed to Members at the meeting.
