The Leader AGREED to dispose of the freehold interest of land known as Handy X Hub Phase 4, on the broad terms set out paragraph 1.2 of the report, with authority given to the Director of Property and Assets, subject to consultation with the Cabinet Member for Property and Assets, the S151 Director and the Director of Finance, to agree final terms for the disposal of the asset in accordance with the recommendations set out in the Confidential Annex, agree binding contracts, exchange and subject to planning, complete.

This decision is being taken under Special Urgency provisions for commercial expediency reasons.

Award contract for implementing a new data network for Buckinghamshire, in partnership with the Buckinghamshire NHS Trust and the CCG.

Recommendations:

1)      Award contract for the implementation of the new Buckinghamshire IT network.

2)      Agree to borrow to fund the additional capital costs required based on the favourable business case.

This report sets out the overview of the financial Revenue and Capital outturn position for Buckinghamshire Council for the financial year 2020/21 as at quarter 1.

RESOLVED: 

·       Cabinet noted the current forecast outturn for the financial year 2020/21 and the proposed mitigating actions to bring the position back into line with the budget.

·       Cabinet agreed to delegate to the relevant Corporate Director, in consultation with the relevant Cabinet Member(s) and the S151 Officer, agreement on the usage of specific un ring-fenced Covid-19 grants.

Quarterly report

This report details the key performance indicators and targets being proposed for reporting to Cabinet in 2020/21 - the first year of Buckinghamshire Council. If agreed, reporting against these indicators will commence for Quarter 2.

Proposed key performance indicators and the associated targets to be reported to Cabinet have been agreed within each Directorate and with each portfolio holder. These will be reviewed on an annual basis.

RESOLVED:

1. Cabinet agreed the key performance indicators for 2020/21 with the caveat that indicators for how the council might help mitigate climate change be considered.
2. Cabinet agreed the associated targets for 2020/21, subject to the target for indicator ASC 006 being reviewed.

The Recovery Framework provides a structured approach to ensure that all partners have a collective understanding of Covid recovery priorities and that activities are coordinated across Buckinghamshire for maximum impact.

RESOLVED:  Cabinet endorsed the recovery framework for Buckinghamshire attached at Appendix 1.

The school is presently a Voluntary Controlled school and they are consulting on a proposal that they become a Voluntary Aided school. If agreed the main changes would be that the board becomes the employer of the school's staff, increased control over their admissions and the Oxford Diocese became responsible for any on-going and future capital works at the school.

Recommendation: The Leader is recommended to agree to the proposal by the governing board of Whaddon Church of England (CE) School and the Oxford Diocesan Board that the school changes its status to become a Voluntary Aided school. The school is presently a Voluntary Controlled school. The school undertook a public consultation on the proposed change and then held a representation period for people to comment on the proposal and there was overwhelming support for the proposed change.

The Leader:

1.             Considered the available options summarised in this report.

2.             AGREED Option 1 to meet the anticipated increased net costs for the Council’s leisure facility services from August 2020 to the end of March 2021, to ensure the reopening of leisure facilities, to protect the Council’s assets and to promote financial viability.

3.             AGREED to review the position again in early 2021 to determine any amendments to the contractual arrangements to promote long-term financial sustainability.

4.             Noted the plans to progress a long-term leisure strategy which will seek to ensure accessible provision for residents and financial sustainability in the long term.

5.             DELEGATED to the Service Director of Culture Sport & Leisure, s151 and Monitoring Officers authority to finalise and implement the necessary legal and financial documentation to bring into effect the arrangements and resultant payments set out in the recommendations above.

NB.In a major emergency, the Leader may take any immediate urgent decision required without consultation. The current Covid-19 pandemic qualifies as a major emergency, as it is an event that causes or threatens death or injury and disruption to the community on such a scale that the effects cannot be dealt with by the emergency services, local authorities and other organisations as part of their normal, day to day activities.

Introduction of waiting restrictions along Parkway, Marlow.

It is recommended that:

a.      The Cabinet Member authorises the making of the Traffic Regulation Order (TRO) as set out in this report.

b.      Responders to the Statutory Consultation are informed of the Decision

c.       The waiting restrictions and the parking bays are implemented as advertised at statutory consultation between 20th September – 11th October 2019.
