The Local Priorities budget will be allocated in line with priorities identified in the Forums local area planning process to support local community needs and the well-being of the area. Proposals meeting more than one of the Forums priorities or addressing a wide community need will be prioritised for funding.

Adrian Busby reported that the Forum had agreed to fund the Curzon Centre £10,000 to deliver leadership training to support the youth club to become more self-sustaining long term. In addition the Forum agreed to fund the Town Council £10,000 towards Sports Development for the sports recreation field and to part fund the outdoor gym (fitness trail).

 

Anita Khan reported that the Local Priorities funding needed to be spent by the end of the financial year. Work needed to be delivered beforehand and the Town Council needed to produce the documentation to obtain the allocated funds. Alan Walters reported that the documentation should be sent to Anita Khan in the next two weeks.

Anita Khan suggested it would be helpful to hold a Priorities Workshop to identify guidelines in order to allocate funding, which could include the Voluntary Sector and Partners. Alan Walters commented that this was already done through the Town Council, which was an elected Forum and the most appropriate way to take decisions, rather than Chairman’s Action. The Town Council meetings were open to the public. Members were asked to consider proposals for the budget for 2012/13.

Speed Responsive Traffic Calming Devices

A quotation has been received for the supply of some Transcalm Units for installation on Holtspur Top Lane in Beaconsfield, on the assumption that the units would be placed in pairs across the road either directly adjacent or offset.

The Transport Localities Team Leader, Si Khan gave an update on delegated budgets. The following schemes have already been agreed:-

 

·         Broad Lane/A40 Bus Facilities – Programmed in for implementation in mid December 2011

·         Windsor End – Coloured crossing area – Programmed in for implementation early next year 2011/2

 

The Forum were then asked to make a decision on the remaining sum of this years delegated budget, £11,466.69. The following bids had been put forward:-

 

·         A355 Bus Stop – footway works (£2,500)(detailed in the report)

·         Maxwell Road Coloured crossing area (£2,000) (detailed in the report)

·         Parking in Old Town – Wycombe End

·         Speed Limit Changes (detailed in the report)

·         Traffic calming in Holtspur Top Lane

 

Parking in Old Town

Si Khan reported that this would take substantial engineering and would cost more than £11,000, particularly with sub-services underneath the verge. The cost of re-locating it was £65,000 for 110 metres. A representative from the Town Council questioned whether this was good use of money and whether any research had been carried out to see if business partners or customers wanted extra parking. Members considered civil enforcement a retrograde step. Another Member thought that extra parking was needed, that did not encroach on common land, as there was a lot of unsociable parking which caused congestion in the town.

 

Speed Limit Review

The cost for each individual location is £7,200 (these are upper estimates). There were not enough Council resources to deliver this project currently. Money could be allocated on the basis that this is implemented in the new financial year. The Road Safety Team at BCC are bidding for some money from next year’s budget and Members agreed that it would be worth waiting to see if this speed limit review was agreed as part of this budget. Reference was made to speeding along the A40.

 

Feasibility Study - Holtspur Top Lane Traffic Calming (£5,000)

A traffic calming company had put forward a quote for a revolutionary design. This suggestion would need to be further investigated as currently the Traffic Management Team do not have much information on these types of humps and whether they would meet safety standards (durability and viability) before they could be installed in Buckinghamshire. £5,000 was an approximate cost and Si Khan would confirm how much the feasibility study would cost in the next few days [this has now been confirmed as £5,000]. The whole project would probably cost more than £11,000. The public had been consulted and wanted traffic calming, particularly schools and residents.

The Forum agreed that a feasibility study should be undertaken for Holtspur Top Lane looking at traffic calming options, of which the inflatable cushions would be one, out of this year’s delegated budget.  It was agreed that Matt Denyer from the Town Council would arrange a meeting with representatives from a traffic calming company, with an officer from Transport for Buckinghamshire who will be responsible for the feasibility study. Update on the schemes already agreed for this financial year.

Si Khan, Transport Localities Team Leader presented the update report from Transport for Buckinghamshire. A Member asked when it would be possible to have a demonstration of the Service Information Centre. Si Khan reported that she could come to the Town Council to give a demonstration. On one of the pages customers could report faults online and then community gangs in the area could fix any of these problems. It also showed a winter maintenance map where you could see where gritters were in real time and also any road closures.
