Positive Activities for Young People Delegated Budget Applications pdf icon PDF 40 KB

Mark Grindall will present the report to Members.

Minutes:

Mark Grindall, Localities Area Co-ordinator, took Members through the delegated budget applications received for the Buckingham local area.

 

  • Sound Studio project in Steeple Claydon – between November 2009 and April 2010, project sessions take place once a month.  Funding is sought for £2,084.48.

 

  • Project Street Life, Buckingham – 3 activity trips away from Buckingham on winter evenings for approximately 45 young people from the local area.  The project total cost will be £995 and the full amount is sought from the PAYP budget.

 

Members AGREED to support both projects through the PAYP delegated budget.

Petition received regarding lorries in Welsh Lane, Buckingham.  Information attached.

Minutes:

Mark Grindall explained that a petition has been received regarding Welsh Lane in Buckingham.  Transport for Buckinghamshire have been asked to respond to the petition by the end of January 2010.  The response will be circulated to Members.

There will be a 30 minute period for public questions.  Members of the public and associate members are encouraged to submit their questions in advance of the meeting to facilitate a full answer on the day of the meeting.  Questions sent in advance will be dealt with first and verbal questions after.

Written questions were received from Mr Riches, Middle Claydon Parish Council prior to the meeting and the responses were included in the agenda pack.  Mr Riches sent a supplementary question which is detailed in the attached document along with a response from Tim Fowler.

 

A Member asked whether the Highways Inspection manual could be put onto the website.  Mark Grindall agreed to look into this.

A Member asked whether it is possible to see whether a matter has already been logged.  He was referring specifically to category 2 faults.  Mark Grindall said that he would look into this and check the practicalities.

The Chairman went on to explain that Transport for Buckinghamshire is taking steps to ensure that it has a better road maintenance programme for Buckingham.  He asked Members to send any evidence relating to potholes in the area to him as well as to Transport for Buckinghamshire.

 

John Riches said that there had been a serious accident on the C35 recently and he was awaiting further details from Thames Valley Police.  The Chairman asked to be copied into the correspondence.

Mrs Cakebread mentioned that she had written a letter to Bucks County Council which she is still awaiting a response to.  Mark Grindall asked her to speak to him after the meeting to discuss further.

A Member asked when the budget plans for the County Council would be announced.  The Chairman responded that the budget plans are still being scrutinised and they would not be announced until early Spring time.

9.

Neighbourhood Policing Update

Inspector Emma Garside

Minutes:

Inspector Emma Garside explained that she is based in Buckingham and is responsible for other rural areas in the North of the County.  She has been in the post for the last 3 months.  Inspector Emma Garside provided Members with an update on activity in and around Buckingham.

 

  • 12 drug warrants been issued and investigations are underway
  • Automatic car number plate searches using a central database have proved successful
  • Speed enforcement in Padbury and Steeple Claydon.  85% of tickets were given to people who live locally
  • Alcohol awareness – alcohol testing strips used by PCSOs to detect underage drinking
  • Anti-Social behaviour – no significant problems to report
  • Farmers – 2 people arrested in connection with hare coursing
  • Drink/Driving campaign in December
  • Additional police resourcing on Fridays and Saturdays in the run-up to Christmas.

 

Inspector Garside went on to say that Sgt. Andy Jones is transferring to another area and PC Tipping will be coming back to Buckingham North in the Spring time.  She explained that she has been looking at the shift patterns and there will be changes coming into force in February which will mean that there will be someone available every day.  Inspector Garside provided Members with comparative statistics on crime rates over the last few months.  Non-dwelling burglaries (such as sheds and garages) are up slightly in Buckingham North (up from 30% to 35%) but down 4% in Buckingham South.  Car thefts have increased from 17% to 27%.  Inspector Garside urged Members not to leave anything on display in their cars.

Adult Social Care Presentation

Steven Goldensmith

Minutes:

Steven Goldensmith gave a presentation to Members on the services available through the County Council’s Social Care service.  He said that £93 million is spent on social care each year with the highest amount being spent on older people.  The Fair Access to Care Services (FACS) legislation was implemented in April 2003 and is seen as a transparent way of identifying needs.  He explained that they need people in the community to be pro-active and to refer people to Adult Social Care services.  He mentioned in particular the in-touch telephone service.

 

By April 2011, 80% of clients will be going through self-directed support which is a very challenging target which has been set by Central Government.  There is one contact telephone number for all social care services and it was very deliberate to have just one number so people could be encouraged to use it.  He said that there have been over 5,000 calls to the central access team throughout October 2009.  A Member pointed out that an 08453 number might put people off as it is not a freephone number and suggested a local number might be better.  Steven said he would look into this.

Steven encouraged Members of the forum to get involved with forging links between the community and those involved in administering social care services.  The Chairman reinforced the need to get the voluntary sector involved more and to pass information onto them.  Terry Cavender from Akeley parish council said that he would take copies of the adult social care leaflets and distribute them within the parish.

Local Area Planning Process

Mark Grindall, Locality Services Co-ordinator

Minutes:

Mark Grindall explained that Members should already have received information relating to the local area planning process.  The deadline for completing the forms is the end of January and there will be a workshop on Thursday 18 February at the Buckingham Community Centre to discuss all the issues raised and to prioritise the needs.

 

A discussion then took place regarding the Local Priorities delegated budget and Members were asked to choose from the six proposals submitted to the forum. 

 

The successful bids were as follows:

A Member asked whether there would be another budget next year.  Mark Grindall explained that it is hoped that there will be money available next year for similar activities.

Traffic Calming Sub-Group Update

Minutes:

Terry Cavender explained that the traffic calming sub-group met recently to discuss what has happened in and around Buckingham and what has yet to happen.  A Member asked whether there is guidance on approved traffic calming measures for Buckingham.  Terry explained that there is guidance available but it is in need of an urgent update.

Open Forum

Minutes:

The Chairman introduced Beverley Trevitt from Buckinghamshire Community Foundation.  Beverley explained that the main aim of the organisation is to provide support and to engage with voluntary services.  She explained that there are grants available for certain projects and she is based in Buckingham Library on Wednesdays if anyone would like to discuss funding opportunities further.

Local Transport Plan 3

Members are asked to note and respond to the letter sent on behalf of Ann James containing relevant links to information about LTP3.  The letter has been circulated in advance.

Members noted the letter sent on behalf of Ann James with links to relevant information.  Mark Grindall told Members to email him if they needed any assistance in completing the relevant forms.  He said that it is a very important piece of work and encouraged Members to complete the feedback section.

Minutes:

During discussion regarding the salting routes in Buckingham, Members were asked to email Ann-Marie Davies and Simon Dudley (and copy in David Polhill and Mark Grindall) with any concerns relating to their areas.

 

A Member asked whether Gawcott is going to be used for salt storage this year and would it be possible to obtain a map showing the location of all the salt bins in Buckingham.  Mark Grindall agreed to look into both of these issues.
