  • The County Council had won the National Public Sector Paperless Award, for waste planning, having saved the Council over £10k

 

  • Higher Education Festival was hosted in June by University of Buckingham

 

  • The Corporate Parenting Strategy had recently been approved by Cabinet; the first meeting of the Panel had taken place last week and new Members of the panel had been welcomed

 

  • Condolences were provided for the sad and sudden passing of Mike Hogan, a colleague who had worked within the County Council and supported local services for a number of years

 

  • The Minerals and Waste plan had been signed; a consultation would take place throughout August and September 2017 

 

  • Central Government had outlined the Housing Infrastructure plan which consisted of two funds equating to £2.3b. Funding would be available to ambitious Local Authorities with high growth, the County Council would be bidding for funding 

 

  • Minister for Transport had outlined Major Roads Network Proposal; consultation would take place later this year and Local Authorities would be able to bid for additional funding. The County Council planned to bid for funding to maintain the larger A roads within the County

  • It was noted that the Childrens Services decisions outlined on the forward plan to be taken in June 2017 had been deferred till later in the year due to the County Council Elections and change of Cabinet Member for Childrens Services

Better Care Fund 2017-19

Lin Hazel, Cabinet Member for Health & Wellbeing and Ms J Bowie, Director of Joint Commissioning presented the report. During discussion key points were highlighted as follows:

 

  • Report proposed delegating authority to the Cabinet Member for Health and Wellbeing to agree the plan, once final guidance from Central Government had been provided
  • First tranche funded by new homes bonus, although adversely effected Buckinghamshire as funding was lost rather than gained
  • New Guidance would explore specific targets to improve performance around delayed transfers of care; Buckinghamshire already compared very well nationally on this issue
  • Funding available was £3.489m in 2017/18, £3.658m in 2018/19 and £2.3456m in 2019/20; for improving systems that would in turn improve services. It was noted that funding alone would not solve long term problems
  • Team would be focussing on transformation rather than setting up new schemes
  • Excellent working relationship with the CCGs in Bucks; the County Council would continue to work together to deliver the best services for residents

Mr W Whyte, Cabinet Member for Childrens Services and Ms G Rhodes White, Executive Director Childrens Services, presented the report. During discussions key points were highlighted as follows:

 

  • Definition of Early Help; an umbrella term for a range of services, programmes or interventions which share an underlying rationale; to provide support to tackle problems before they become more difficult to reverse and thereby maximise the chances of happy, safe and fulfilling lives for families in the community
  • Previous Ofsted report had raised concerns over efficiency and coordination of the early years offer; which brought about the new service model for Early Help to meet requirements
  • The model would focus on providing support to families in their own setting
  • Consultation would look for feedback on how BCC can better target users and explore more agile processes to reach those who need assistance in the community
  • 10 week public consultation was being proposed with a planned launch in Spring 2018

 

Recommendation
