Purpose:
The Culvert Policy discourages the culverting
of watercourses and encourages the opening up of existing
culverts.
The policy requires applicants to consider alternatives to
culverting; only applications that provide evidence that there is
no reasonably practicable alternative will be granted land drainage
consent (under the Land Drainage Act 1991).
Buckinghamshire County Council are opposed to the culverting of
watercourses because of the associated increased risk of flooding,
maintenance requirements, difficulty in pollution detection and
various other environmental impacts.
Decision:
The Cabinet Member for Planning & Environment:
ENDORSED the policy and AGREED that it can be published on the County Council’s website and, from that point onwards, taken into account in the consideration of future applications for Ordinary Watercourse Land Drainage Consents. The policy will be reviewed in the event of a significant change in relevant legislation, national or local policy, or otherwise annually.
