The Monitoring Officer highlighted one amendment to the report which gave details of all those who had been elected to the County Council – Mr Raj Khan represented the Liberal Democrats not the Conservative Party.

Election of the Chairman of the Council

For Council to elect the Chairman of the County Council for 2017-18

Mrs Letheren thanked Council for the support received during her year as Chairman and shared some of her highlights of a memorable year.  Mrs Letheren thanked the Civic and Ceremonial team for their hard work and Mrs P Birchley for her support as Vice-Chairman.  She also thanked her husband, David, for his support throughout the year.

 

Mrs Letheren asked for nominations for Chairman.

 

Mrs P Birchley was nominated by Mrs W Mallen and seconded by Mr N Brown.

 

RESOLVED

 

That Mrs P Birchley be elected as Chairman of the Council for the ensuing year.

 

Mrs Birchley read and signed the Declaration and Acceptance of Office, and presented Mrs Letheren with a commemorative photo book of her year in office together with a past Chairman’s badge.

 

Mrs Birchley thanked Council for her appointment.  She pledged her commitment to representing Buckinghamshire over the year ahead and explained that she hoped to work closely with the High Sheriff in promoting help for people with Mental Health needs in the County.

Appointment of the Vice-Chairman

For Council to appoint the Vice-Chairman of the County Council for the year 2017-18

Mrs Birchley invited nominations for Vice-Chairman.  Mr P Irwin nominated Mrs N Glover and this was seconded by Mr J Chilver.

 

RESOLVED

That Mrs N Glover be appointed Vice-Chairman of the Council for the ensuing year.

Election of Leader

For Council to elect the Leader of the Council for the four year term beginning 2017-18

Mrs Birchley invited nominations for Leader of the Council.  Mr M Tett was nominated by Mr M Appleyard and seconded by Ms L Hazell.

 

RESOLVED

That Mr M Tett be elected Leader of the Council for the ensuing four years.

 

Mr M Tett read and signed the Declaration and Acceptance of Office.

Mr C Ditta and Ms J Wassell presented two petitions on behalf of residents – one from residents of Sierra Road, High Wycombe requesting the installation of speed cushions, adequate parking and a children’s play area, prior to adoption of the road by the County Council.

 

The second petition was from residents of Totteridge, High Wycombe requesting installation of traffic calming measures in Hicks Farm Rise.

Members were reminded that Armed Forces Day was taking place on Saturday 17th June and anyone wishing to volunteer to help on the day should contact Mr Clive Parker.

Mr M Tett congratulated Mrs P Birchley on her election as Chairman of the Council and thanked Mrs Letheren, the outgoing Chairman, for all her hard work on behalf of Buckinghamshire.  He also congratulated all members of Council on their success in the elections and commented that he was looking forward to working together over the next four years.

 

Mr M Tett briefly highlighted a number of challenges facing the Council, which would be debated more fully at the July Council meeting.

RESOLVED

 

1.    Council CONFIRMED the political balance in the distribution of seats across Committees be as set out in Tables 1 and 2, to accord with the rules on proportionality. 

 

2.    Council AGREED the appointments to Council Committees in accordance with the rules on political proportionality, in line with the proposals put forward by each of the political group leaders for the municipal year 2017/18.

 

3.       Council AGREED to delegate to the Monitoring Officer powers to vary the membership of a Committee at any point on a permanent or casual basis upon the written nomination of a Group Leader.
