Clinical Commissioning Groups

Clinical Commissioning Groups (CCGs) were going through the first stage of national authorisation in the next two weeks.

 

Citizens’ Jury

A Citizens’ Jury had been held 16-18 September 2011 and been funded by money which had been made available for public engagement from the Department of Health. Dementia had been chosen as the topic for the Jury. Jury members had been lay people, and had posed four questions to experts and patients.

 

Key findings from the jury:

Training for healthcare professionals needed.

The importance of early screening.

Attitudes towards people with dementia must change and the condition must become more socially acceptable.

Update from the Cabinet Member for Children’s Services

NHS Buckinghamshire (Primary Care Trust) had held its Annual General meeting on 27 September 2011. GPs were working closely with NHS Buckinghamshire.

 

Buckinghamshire County Council Budget Consultation

This was running until 13 November 2011.

 

Update from the Strategic Director for Children and Young People

·         The increase in Child Poverty was very concerning. A recent report showed that as many as 1 in 4 children in the UK lived in poverty. Currently 11 500 young people in Buckinghamshire lived in poverty. There had been a recent increase in poverty levels in families where parents were in work. Work was being carried out to address ‘loan sharks.’

·         Youth unemployment – there were now 1 million people young people out of work nationally. 21% of job seekers in Buckinghamshire were aged 18-24. There was a mismatch between the number of jobs available and people’s aspirations.

·         A consultation was being carried out to make Children and Young people’s services as efficient as possible. This would focus on the early help / integration agenda, with a focus on 0-3 year olds and integration of services. The Munro report had made it clear that child protection was a ‘whole system’ issue.

 

Update from the Strategic Director for Adults and Family Wellbeing

·         The Health and Social Care Bill had now been through the House of Lords, and a very interesting debate had been held. It was likely that the Secretary of State would remain responsible for a comprehensive and national health service.

·         The Care Quality Commission had published a report on dignity and nutrition. Inspections had been carried out in 100 hospitals, with very worrying results. Stoke Mandeville had been one of the hospitals inspected and had had very good results.

 

The Board agreed that a letter of congratulations on the good inspection results from CQC should be sent to the Chief Executive of Buckinghamshire Healthcare Trust – Action.

 

District Council representatives on the Board

There are now two District Council representatives on the Board (Isobel Darby and Pam Pearce).

 

Update from the Director of Public Health

·         Further guidance on public health was expected from the Government in October 2011.

Health and Wellbeing Board Development - Self-evaluation pdf icon PDF 88 KB

The Good Governance Institute has developed a maturity matrix to allow Health and Wellbeing Boards to self-evaluate their progress. The maturity matrix also provides the board with an opportunity to identify progression targets for the forthcoming year in order to drive development.

 

The outcomes of this session will inform the governance review session at the November meeting of the board.

 

The purpose of this item is to:

  • Evaluate the progress of the board to-date against the Good Governance Institute maturity matrix

Developing a Joint Health and Wellbeing Strategy: Next Steps pdf icon PDF 51 KB

This session is an opportunity for members of the board to decide on how they wish to develop the Joint Health and Wellbeing Strategy for Buckinghamshire.

 

The purpose of this agenda item is to:

·         Agree on the approach for developing the Joint Health and Wellbeing Strategy for Buckinghamshire

Minutes:

Board members spent this session discussing and developing the desired outcomes to be achieved through the Joint Health and Wellbeing Strategy.

 

At the last meeting members had been asked to submit their desired outcomes, and a list of these had been circulated.

 

The Strategy developed by the Health and Wellbeing Board in Haringey was looked at as an example of good practice. A health map was also used.

 

Members agreed that the Strategy would need to:

·         be flexible and dynamic – a living document.

·         include health and social care services.

·         have a sense of purpose and a statement about joint working.

·         add value.

·         have a broad base.

·         include rationale for the outcomes chosen.

·         include an emphasis on the greater responsibility of individuals for their own health and wellbeing.

·         Run from April 2012 for three to five years, with an annual review.

·         Be published for consultation for circa three months.

 

Members of the board agreed the following draft vision for the strategy, subject to minor amendments that would be agreed via email:

 

'The Buckinghamshire Health and Wellbeing Board (HWB) will be the key partnership for promoting the health and wellbeing of residents. Its focus will be on securing the best possible health and wellbeing outcomes for all local people.'

 

The Board also agreed the following draft outcomes/aims for the Joint Health and Wellbeing Strategy:

 

  • Every child has the best start in life
  • Everyone takes greater responsibility for their health and wellbeing
  • Reduced inequalities- the final wording for this outcome/aim would be decided via email
  • Keeping people healthier for longer- add years to life and life to years

 

Actions:

Draft wording for the Strategy’s vision statement to be circulated before the next meeting.

 

Draft outcomes drawn from members’ discussions to be circulated before the next meeting.

 

The next meeting to be held as a workshop, to take the next steps in the development of the Strategy.
