Minutes:

The minutes of the meeting of the Joint Committee held on 18 April 2012 were agreed by the Joint Committee and signed by the Chairman as a correct record.

 

25.

To receive the latest Programme Report.

Minutes:

The Joint Committee received the latest Programme Report.  The Committee noted that Heads of Service posts job descriptions had been finalised and been reported to the Joint Appointments and Implementation Committee at its meeting on 16 May 2012. 9 organisations had been invited to tender for the stage two transformation support with the deadline for return of 11th June.  Two organisations had already been in contact, declining the invitation but a number of others had been in contact to gain more understanding of the Councils’ requirement.

 

After noting the progress on completing the milestones, the latest budget position and the risk report, the Joint Committee.

 

RESOLVED that the report be noted.

 

26.

Exclusion of the Public

To resolve that under Section 100(A)(4) of the Local Government Act 1972 the public be excluded from the meeting for the following item(s) of business on the grounds that they involve the likely disclosure of exempt information as defined in Part I of Schedule 12A of the Act.

RESOLVED that under section 100 (A) (4) of the Local Government Act 1972 (as amended) the public be excluded from the meeting for the following item(s) of business on the grounds that they involved the likely disclosure of exempt information as defined in Part 1 of Schedule 12A of the Act.

 

27.

Building Control - Inclusion in the Business Case

To consider report of the Chief Executive.

Minutes:

The Head of Building Control and Building Control Service had been excluded from the original Business case for the Shared Senior management arrangements and the Joint Committee received a report explaining how and why Building Control could now be included. The report went on to set out the advantages that would be gained by so including Building Control in the arrangements.

 

After noting the net impact on the Building Case in terms of increasing the level of savings in a full year the Joint Committee supported the proposal in the report and accordingly

 

RESOLVED that agreement be given to include Building Control in the Shared Management arrangements for Chiltern District Council and South Bucks District Council.

 

28.

Emerging Issues and Joint Committee Ambitions

To consider the attached paper from Andy Holder.

Minutes:

The Joint Committee received a report from Andy Holder setting out the issues that had emerged following interviews with the Management Team, discussion at the last meeting, and a short workshop with Heads of Service.

 

The emerging issues included the need

 

  • for support and momentum
  • for two way communication
  • for leading members and senior managers to demonstrate leadership throughout the process to define and carry out service reviews

 

29.

Dates and Times of Future Meetings:

Meetings of the Joint Committee have been arranged for:

 

• 25 June 2012 5pm at CDC

• 19 July 2012 5pm at SBDC

Minutes:

In connection with the dates for future meetings the Joint Committee agreed that the meeting scheduled for 25 June be postponed and re-arranged for 5pm on 5 July 2012 at the offices of CDC prior to the meeting of the Joint Appointments and Implementation Committee due to start at 6pm.
