The minutes of the meeting of the Cabinet held on 14 October 2014 were confirmed and signed by the Leader.

To consider the report of the Leader of the Council.

The Cabinet considered a report which set out the main factors behind the draft revenue budget that would be reviewed in detail by the PAGs and outlined the main issues affecting the Council’s future financial position.

Paragraph 5.6 of the report, summarised the draft revenue budget for 2015/16 which would be the basis of the more detailed expenditure budgets to be reviewed by the PAGs over the next two months. The Cabinet noted that the draft budget had a working assumption of a nil increase in council tax and that although the budget was in balance at this stage, this could change as the budget is being finalised.  It was also noted that the impact of a number of major externally generated infrastructure projects, including HS2, the Government’s Aviation Review and the proposed Western Rail access to Heathrow, would need to be considered in relation to the 2015/16 budget and what provision if any should be made to cover potential costs.

The Cabinet particularly noted that the situation going forward after 2015/16 would be more challenging due to a number of factors as set out in paragraph 5.10 of the report, Appendix B of which set out the potential worst case scenario. 

After noting the key strategic and financial risks facing the Council in the medium term, the Cabinet were advised of the next steps in the budget process.
