APPLICATION BY: STOKE PARK CLUB LIMITED

 

FOR A FURTHER VARIATION OF A PREMISES LICENCE

 

DECISION OF THE LICENSING SUB-COMMITTEE SITTING ON 7th DECEMBER  2009.

 

The Licensing Sub-Committee has before it an application from Stoke Park Club Limited to further vary the existing Premises Licence reference number 05/00398/LAPRE – which has been varied once before on 24th November 2005  forthe Stoke Park Golf Club (Stoke Poges Golf Club), Park Road, Stoke Poges, Bucks, SL2 4PG.

 

The further variations applied for are as set out in the Application Form appended to the Licensing Officer’s report at Appendix 3 a copy of which all the Sub-Committee Members and Relevant Parties have received but as amended by the Applicant at the Hearing which said amendments are attached to this Decision Notice as "the Appendix".

 

No variation is sought to the current Premises Licence regarding –

 

Late Night Refreshment to residents in their bedrooms.

Supply/Sale of Alcohol – to residents in all bedrooms, The Halfway House and Pro Shop.

 

The Sub-Committee has listened to all the evidence, submissions and responses thereto and has read all the material before it.

 

The objections and representations received are listed in the Licensing Officer’s report at paragraph 5 - copies of which were attached to the Licensing Officer’s report at Appendices 4 to 8 – these consist of letters of representation from the Chief Officer of Police, the Fire Authority, the Local Authority (Head of Environment - Environmental Health Officer), District Planning Authority (Director of Services – Development Control - Planning Officer) and 9 individual letters of objection from local residents. (It is noted that the Local Authority did initially object but withdrew the objection subject to special conditions previously agreed with the applicants being attached to the Premises Licence if this application to vary is granted. The District Planning Authority has not objected to the application but has requested an informative be added to the Premises Licence if this application to vary is granted.

 

Regarding the objection from a local resident (page 89 of the Agenda) this was disregarded by the Licensing Sub-Committee in so far as it refers to fireworks as this does not relate to this application.

 

The Licensing Sub-Committee is satisfied on the balance of probability that in all the circumstances this Application as amended by the Applicant at the Hearing should be:

 

Allowed in part

 

Plans - Extension of the Premises Licence to include external areas and the whole of the ground floor not already licensed except The Chapel and the locations of the temporary bars and a marquee as shown on the Plan dated July 1997.

 

Live Music – Mondays to Saturdays – 11am to 2am the following day and Sundays 11am to 12 midnight – indoors and outdoors on the Orangery Lawn, the Terrace and the West Lawn all identified on the July 1997 plan.
