The Member has taken the following decision.

The decision will take effect on Wednesday 12 January 2005.

 

Title

Malcolm Dean and Jack Scruton Design Awards

 

Decision Taken

That the design awards be reformed as below:    

1.

Merge the Malcolm Dean Landscape Award and Malcolm Dean Social Housing Award into the Wycombe Design Award

2.

Retain the Design and Heritage Awards

3.

Rename the awards the Wycombe Design Award and the Wycombe Heritage Award

4.

Increase outside members of the Judging Panel

5.

Make the Awards every two years

6.

Reduce the number of Commendations, raising the standard to the equivalent of ‘highly commended’.

Reasons for Decision

1.     Concern about the multiplication and thus devaluing of the awards

2.     Concern about the composition of the Judging Panel

3.     Concern about the loss of resonance in the names ‘Malcolm Dean’ and ‘Jack Scruton’

4.     View that the award names need to be District and geographically related

5.     Concern at resources needed for administering the scheme each year

6.     Concern about too many commendations being given to relatively poor scheme

 

Consultation Undertaken

This report is the outcome of a review undertaken by the Conservation and Urban Design Manager.  It has been fully discussed with the Head of Urban Design and informally with the Cabinet Member for Planning, but is largely a technical review following examination of other comparable design award schemes.  The recommendations are those of the Conservation and Urban Design Manager.
