Consultancy Agreement to Continue to Provide Conservation and Listed Building Advice to Slough Borough Council as Part of Best Value Outreach Programme

Decision Taken

Consent given to allow Members of the Council’s Planning and Major Projects Directorate, Urban Design Conservation Service to continue to provide Listed Building and Conservation Advice to Slough Borough Council on an ad hoc basis.  Consent also given to the Head of Urban Design to sign a Consultancy Agreement on behalf of Wycombe District Council.

Reasons for Decision

Since April 2002 as part of our Best Value review and outreach the Conservation Officer has been giving heritage advice to Slough Borough Council.  This was on the basis of an exchange of letters between Planning and the Borough’s forward plans team.  However, this Council has changed its insurers and they have insisted on a more formal consultancy agreement, presumably for risk management considerations.

A draft Consultancy Agreement has been drawn up and amended in discussion with our Legal and Risk Management teams and is now considered acceptable.  The consultancy earns fees for the Council and is seen as a valuable aspect of our Best Value processes.  The limited amount of work involved can be handled under existing staff levels by the Conservation and Urban Design Manager.  There are, however, no delegated powers to the Director of Planning and Major Projects to authorise the signature of the agreement and it is therefore requested that the Cabinet Member for Planning authorises the signature of the agreement.

Consultation Undertaken

Not applicable in this  case as it is a professional matter and one of local management of the Urban Design Division that has no implications for local Members or others.
