Introduction

 

This report outlines the six-month position [01 April to 30 September 2004] for the Council’s Wycombe Regeneration Priority. It also gives further information about performance against the Housing Priority and provides an update on the present position regarding the Priority Actions Plans for the Youth and Voluntary Sector priorities

Summary and Analysis

7 of the entries for 2004/05 are on track. Progress is slower than expected on 13 entries.

 

 

q

High Wycombe town centre redevelopment – the scheme has changed and the programme fundamentally revised with new milestone as follows:

 

o

revised development agreement  - signed Nov 04  

o

construction starts                             - May 05    

o

bus depot complete                       - July 05

 

q

While negotiations with Chiltern Railways are positive and “on track” progress to achieve improvements on the ground is slower than anticipated. Likewise the Gateway project is making headway but is not progressing as quickly as anticipated.

 

q

Work on implementing PPG17 to help underpin the Wycombe Development Framework and decide how best to determine future Section 106 Agreements, is gaining pace.

 

q

While there are some good examples of improvements as a result of closer working with other statutory organisations, more work is needed to achieve a co-ordinated approach to improving the public realm 

 

 

q

The High Wycombe Town Masterplan is ensuring that the various developments in the town are being co-ordinated.

Additional information to the Housing Priority progress report issued as Cabinet  Information Sheet No.: 20/2004 Part A on 1st November 2004:

Re: 3.2 – The Rent Deposit Guarantee Scheme has helped 75 people;

o

Re: 3.3 – 37 environmental improvements of different sizes have been carried out in various estates; and

o

RE: 3.3 – 79 properties have been adopted for tenants

Please note:

Following discussion with the Portfolio holder and the new Head of Community Services the priority action plans for the both the Youth and Voluntary Sector priorities are being revised to reduce reliance on processes and focus more on measurable and timely outcomes that will make a difference to peoples’ lives.

 

q

The revised priority action plans will be presented to the Cabinet at its next meeting in December 2004, along with report on how the remodelled priority action plans are progressing.
