1.     ETHNIC MONITORING REPORT - 1 APRIL 2005 TO 30 SEPTEMBER 2005

This report provides an analysis of lettings and transfers for the six month period from 1st April 2005 to 30th September 2005 together with a breakdown of the Housing Waiting List and Transfer Waiting List by ethnic group.

 

The report has been produced in accordance with the Commission for Racial Equality (CRE) Code of Practice in Rented Housing and the Equalities Standards adopted by the Council.  These reports are produced at six monthly intervals.

 

Under the CRE Code of Practice the Council is required to maintain an ethnic record keeping and monitoring system.  The Council keeps records of the ethnic origin of everyone who applies for housing.  This is to ensure that the service is provided on an equal basis to all.  The provision of this information is entirely voluntary and only self classification is used, with the applicant asked to indicate which category best describes their ethnic group.

 

The categories used in the report are as follows:-

 

i.     White

 

WB      - White British

WI     - White Irish

AOW     - Any other white background

 

ii.

Mixed

 

WBC     - White and Black Caribbean

WBA     - White and Black African

WA     - White and Asian

AOM     - Any other mixed background

 

iii.

Asian or Asian British

 

IN     - Indian

PA     - Pakistani

BG     - Bangladeshi

AOA     - Any other Asian background

 

iv.

Black or Black British

 

BC     - Black Caribbean

BA     - Black African

AOB     - Any other Black background

 

v.

Chinese or other ethnic group

 

CH     - Chinese

OT     - Any Other

 

vi.

Unclassified

 

UN – Information not disclosed

NA – Not available

 

Each report is produced in the format of a bar chart showing the number of applicants in each ethnic group and the resultant percentage.

Report 4.     Total new lettings – Council and Housing Association Property

          New lettings by ethnic origin

35 applicants who described their ethnic group as Pakistani were re-housed.  This equates to 13% of the lettings during the period.

 

A brief description of each report listed is given below.

New lettings by ethnic origin – Council property.  This relates to all new lettings of Council owned property during the period under review for both transfer and waiting list cases.

 

2.

New lettings – analysis according to application type.  The number of lettings undertaken in the period under review is broken down into the following categories:-

 

i.

Transfer

ii.

Housing Association transfer

iii.

Housing Waiting List

iv.

HOMES – Mobility Scheme

 

3.

Nominations to Housing Association – lettings by ethnic origin – this gives detail of all the Council’s nominations rehoused by Housing Associations during this six month period.

 

4.

Total new lettings – Council AND Housing Association property.

 

5.

Analysis of Housing Waiting list by ethnic origin – this shows the total number of applicants registered on the Housing Waiting list according to their ethnic group.

 

6.

Analysis of Transfer List by ethnic Origin – this shows the total number of people registered on the Council’s Transfer List according to their ethnic group.

 

7.

Analysis of Transfer and Housing Waiting List by ethnic origin – ALL applicants.  This combines the information shown in reports 5 and 6 and shows the TOTAL number of applicants and tenants registered for housing according to their ethnic group.

 

8.

Analysis of Right to Buy applications – this shows the number of tenants who submitted a right to buy application during the six month period according to ethnic group.

SUMMARY

 

a)

During this six month period a total of 273 new lettings were undertaken.

224 were Council lettings and 49 lettings were undertaken following nominations to a Housing Association.

 

b)

Analysis of lettings compared with composition of Transfer and Housing Waiting List.

 

Example:     5.8% of all applicants describe their ethnic group as Black Caribbean (BC).

          6% of lettings were made to applicants in this ethnic group.
