97/07360/OUT REDEVELOPMENT AND ERECTION OF NEW BUILDINGS FOR CLASSES A1 (RETAIL), A3 (FOOD AND DRINK), SINGLE-PERSON BED-SITS, C3 (RESIDENTIAL), D1 (LIBRARY AND COMMUNITY USE), D2 (LEISURE), BUS INTERCHANGE, PARKING AND ASSOCIATED WORKS AT LAND BOUNDED BY OXFORD ROAD, ABBEY WAY, BRIDGE STREET, DENMARK STREET, DESBOROUGH ROAD, LILYS WALK, TEMPLE STREET, UNION STREET AND THE BUS STATION (KNOWN AS THE WESTERN SECTOR) HIGH WYCOMBE, BUCKS

 

The Committee convened to consider the recommendation of the Planning Applications Panel that the Panel was minded not to refuse application 97/07360/OUT subject to the carrying out of the Departure procedures set out in the Town and Country (Development Plans and Consultation) Direction 1992 and that the Director of Planning Transport and Development be given delegated authority to grant conditional permission provided that a planning obligation or other appropriate legal agreement is first entered into as detailed in the report submitted.  A further recommendation related to issues to be addressed by Policy and Resources Committee in relation to the development agreement and/or lease.

 

The Committee considered the recommendation on the basis of the importance of the proposal to delivering the Council=s local plan policy objectives, the need to confirm the acceptability of the changes from the plan=s division of uses between sub-areas, together with the greater emphasis on retail and leisure uses.

 

In the light of the earlier debate at Planning Applications Panel which had been attended by Members of the Planning, Environment and Transportation Committee it was

 

RESOLVED: (i) That application 97/07360/OUT be approved subject to the carrying out of the Departure procedures set out in the Town and Country (Development Plans Consultation) Direction 1992;

 

(ii) that the Director of Planning, Transport and Development be given delegated authority to grant conditional permission provided that a Planning Obligation or other appropriate legal agreement is first entered into as detailed in the report; and

 

(iii) that Policy and Resources Committee be asked to include the undermentioned matters in the development agreement/and or lease;

 

(a)

Provision of affordable housing;

 

(b)

Car park pricing and management to ensure proper integration with the remainder of the Council=s stock and compatibility with the objectives of the Wycombe Transportation Strategy;

 

(c)

18 hour access to core pedestrian routes;

 

(d)

provision of certain elements such as public toilets, facilities for the disabled and taxi rank;

 

(e)

integration of the fire alarm system with that of the  Octagon Centre;

 

(f)

a design brief for shop fronts to secure proper co-ordination of these important elements within the development
