(Title of Report): Introduction of Paper Boxes to Zones 6-10.

Ward(s) affected: Zones 6 - 10 includes Stokenchurch, Bolter End, Wheeler End, Piddington, Beacons Bottom, Radnage, Bledlow Ridge, West Wycombe, Downley, Sands, Princes Risborough, Bledlow, Monks Risborough, Kimbles, Longwick, Owlswick, Ellesborough, Dunsmore, Lacey Green, Loosley Row, Speen, Bryants Bottom, Hughenden Valley, Naphill, Walters Ash, Totteridge and Terriers area (including Amersham Hill), Desborough area, Booker, Castlefield, Cressex and Lane End.

Decision:

To introduce paper collection boxes to the remainder of the District (Zones 6-10) that are currently served by the kerbside paper collection scheme.

Reason for Decision:

Boxes have been successfully introduces to Zones 1,3, 4 and 5 following the trial in Zone 2 last year. They have been well received and increased the levels of participation. Capital provision has been made to complete the introduction and boxes make a positive contribution in working towards the recycling target of 20% by 2004 (currently 12%).

Consultation Undertaken:

Following the trial in Hazlemere a survey of the 6000 residents was carried out.  It produced a 37% response rate (2,192 replies).

Replies indicated that:

98% of respondents use the boxes;(91% every fortnight; 7% every 4 weeks)

Ø

2% said  they did not

 

In response to the question on ease of use they told us that:

Ø

91% of residents found that the boxes had made it easier to use the service

Ø

97% rate the convenience of boxes to be good or very good

Ø

93% were satisfied or very satisfied with their box

Ø

90% felt that the size of the box was about right but

Ø

60% occasionally had excess paper to present alongside their box

Ø

45% sometimes had problems lifting the boxes when full – to help combat this problem we recommend trying to take the box out lightly loaded to the collection point and then take extra material out separately

Ø

90% found the zone calendar clear and easy to follow
