PROCEDURE - CONFIDENTIAL ITEMS |

It was appreciated that with the introduction of the new Constitution, changes in procedures were likely to be necessary in the light of experience. Prior to the commencement of the formal business of the meeting, the Chief Executive indicated that, following the preparation of the Agenda for tonight's meeting, it had become apparent that to operate effectively, Scrutiny Committees would need to have full details of confidential items to be considered by the Cabinet. In the case of this evening's Agenda it was noted that an item regarding the proposed disposal of land by public auction had not been circulated to other Members of the Council. |

In the circumstances it was agreed that in future, confidential items to be discussed by the Cabinet should be circulated to the relevant Scrutiny Committee, the Members of which would be able to remain in the room when the issue was considered by the Cabinet. Having agreed this arrangement it was felt that consideration of the item referred to above should be deferred until the next Cabinet meeting, by which time copies would have been circulated to Members of the relevant Scrutiny Committee. |

Consideration was given to the appointments to be made to outside organisations which were the responsibility of the Cabinet. It was commented that it would be helpful for Members to receive reports at reasonably regular intervals from the Council's appointees on matters of significance to the Council. |

Consideration was given to a name for a new development of 9 dwellings on land behind 66a Moreton Road, Buckingham as shown on Plan No. SN2247, previously circulated. Buckingham Town Council had proposed “Orchard Dene†and the developer, “Orchard Driveâ€Â. |

Previously, cases such as this had been dealt with by the Development Control Committee but under the new political management arrangements, this was an executive function which could not be delegated to a regulatory Committee. It was felt that the Development Control Committee should be asked to express views to the Cabinet Member for Planned Development who should be authorised to make a decision, after consulting the Director of Planning, Property and Construction Services, in disputed cases. |

That the above arrangements for dealing with disputed cases in relation to street naming and numbering be implemented with immediate effect. |

As referred to prior to the start of the meeting, an item relating to the proposed disposal of land by way of public auction was withdrawn. The issue would be considered at the next meeting of the Cabinet after copies of the report had been circulated to Members of the relevant Scrutiny Committee. |
