Decision:
A direction was served on a firework event
organiser and two landowners to stop the event taking place as the
local authority was of the opinion that the Covid security measures
in place were insufficient to prevent or control the spread of the
Covid-19 virus.
Reasons for the decision:
The local authority was of the opinion that
the firework event posed a serious and imminent threat to public
health, that the cancellation of the event was necessary in order
to prevent, protect against and control the spread of infection and
that the measures within the direction were proportionate to
achieve this purpose. The number and rate of positive Covid-19
cases was increasing significantly, particularly in the South Bucks
area.
Alternative options considered:
An Equality Impact assessment was undertaken
and advice sought of the Director of Public Health. Concerns were
raised with the event organiser but amendments to the arrangements
continued not to address the potential spread of infection.
