Reasons for the decision:

Indexation of the CIL rates with the RICS CIL index is a government requirement as set out in the CIL regulations 2010 (as amended). The regulations are secondary legislation and part of the law. To ensure compliance with the regulations the new rates will be applied from 1st of January 2022.
