To vary a restrictive covenant to amend the
boundary of the open space designation on the property title of
Council land for use as car parking associated with the demolition
of the existing building and development of 3 storey/part 4 storey
building to create 11 x 1 bed and 31 x 2 bed 100% affordable rent
scheme residential units with associated parking, bin/cycle stores,
landscaping and external works by a housing association.

Reasons for the decision:
Releasing the restrictive covenant in title
will allow the housing association to keep the scheme financially
viable and provide local residents with affordable
housing.
Alternative options considered:
The other options considered were to not vary
the covenant in title designating the land as open space. This
would require the housing association to amend the proposed layout
of the development, which would result in unnecessary cost for no
added benefit.
