Decision:
To permit in principal the demolition of the
existing building and its replacement
with a modern, fit-for-purpose Scout Hall and HQ, in accordance
with the plans submitted,
and subject to detailed Heads of Terms including frozen scheme
plans, evidence of financing,
guarantees, planning and programming. Start on site is anticipated
in Spring 2024
Reasons for the decision:
The existing building is past its useful life
and does not meet the needs
of the Scout Association. A new building will enhance the profile
and appearance of the site
and provide the Scouts with fit-for-purpose accommodation to the
end of the lease term.
Alternative options considered:
Maintaining the existing building is
considered unviable in terms of through-life term cost and will
only further manage the
decline of the structure. An extensive refurbishment has been
considered but does not
address the structural, environmental and external appearance of
the existing building.
