Exemption from publication: There are confidential appendices to this report, which are

Government Act 1972 because they contain information relating to the financial or business
affairs of any particular person (including the authority holding that information)

To provide a licence to assign permitting the tenant to assign the whole of the lease.


Reasons for the decision:

The permit the continued occupation of the property as a dry cleaner
on the existing terms of the lease to the proposed assignee. The proposed assignment will
continue to generate a revenue to support delivery of the Council’s services and meeting the
Council’s obligations under Section 123 of the Local Government Act 1954.
The assignee has been reviewed and found to be a suitable tenant for the property. The
assignment will prevent the Council incurring costs associated with vacant properties.

Alternative options considered:

To not provide consent without a valid
reason would be in breach of landlord obligations within the terms of the lease. Providing a
licence to assign will ensure the continued use of the property and prevent the Council
incurring costs associated with vacant property whilst an alternative occupier is found.
