1.To approve the revision of the Waste Access and Acceptance Policy (WAAP) relating to the Household Recycling Centre (HRC) service relating to a ten site model (effective from 16th January 2023).

2.To approve the revision of the Equalities Impact Assessment (EqIA)

3.To approve the revision of the Data Protection Impact Assessment (DPIA).

Buckinghamshire Council (the Council) provides Household Recycling Centres (HRCs) to its residents for the disposal of household waste and recycling. The service delivery of these sites is determined by the Council’s Waste Access and Acceptance Policy (WAAP), which was introduced in 2006. The policy is regularly reviewed and revised to reflect relevant changes or decisions made. The current WAAP was updated effective 1st April 2022.
In September 2022 the council made a decision to change to service model, there were a number of changes in the draft WAAP proposed with detailed to be finalised and reflected in the WAAP. These are:
• Change to the service model from nine sites to a ten site model
• Charging for non-Buckinghamshire users at Bledlow HRC.
• E-permit administration changes for non-Buckinghamshire users at Bledlow HRC using a trailer
• A concession for non-Buckinghamshire users under the Equalities Act for people with a disability using a larger vehicle require a e-self declaration to be completed. The concession offered at Bledlow HRC ensures non-Buckinghamshire residents will not pay more if they must use a larger car to accommodate their disability.
• The EqIA and DPIA have been reviewed and revised accordingly to reflect all the above changes.

Do nothing – not recommended. The existing published WAAP, EqIA and DPIA required details to be finalised to reflect the decision taken by Cabinet in September 2022.
