Councillor I Darby: Planning application PL/24/2151/FA – declared an interest due to being the owner and applicant of the site.

 

Note:

The Chairman declared that the Committee had all received an email from Councillor Macbean regarding planning application PL/23/4148/VRC. The email that she had sent had no material differences in it compared to the statement she had already given, which could be found at Appendix A of the agenda pack. The email was disclosed to officers and the Chairman confirmed that members of the Committee had an open mind with respect to the application and the meeting would continue as normal.

 

Note:

The Chairman announced that the order in which the two applications to be debated would be swapped.

Demolition of an existing dwelling, modification of existing below ground drainage, removal of hard landscaping to be replaced with permeable gravel drive, alteration of site boundary line and erection of a new dwelling.

 

Members voted in favour of the motion to defer and delegate the application to the Director of Planning and Environment to grant planning permission, subject to the conditions set out in the report and with an additional Condition that a native species of hedge be planted along the Southern boundary and subject to no new points of objection being raised during the remainder of the publicity period.

 

It was proposed by Councillor S Wilson and seconded by Councillor M Fayyaz.

 

RESOLVED: that the application be deferred and delegated the application to the Director of Planning and Environment to grant planning permission, subject to the conditions set out in the report and with an additional Condition that a native species of hedge be planted along the Southern boundary and subject to no new points of objection being raised during the remainder of the publicity period.

Variation of condition 11 (approved plans) of planning permission PL/22/3758/FA (Demolition of 3 outbuildings and construction of detached building comprising 6 stables, erection of fencing and laying out of manège) to allow alterations to elevations of approved stables, replacement of one stable space with tack room, provision of toilet within stable building, provision of stone drainage path and amendment of proportions of manège and associated fencing.

 

Members voted unanimously in favour of the motion to refuse the application because the changes to the stone drainage path, the hardstanding and the proportions of the manège would cause unacceptable incremental harm to Chilterns National Landscape.
