To approve as a correct record the minutes of the meeting held 27 September 2023.

RESOLVED:

That the minutes of the meeting held on 27^th September 2023 be agreed as a correct record.

Councillor C Cornell declared an interest in application 23/02514/APP, as she sat on Winslow Town Council, knew the applicant and had visited the pub on previous occasions. However, she confirmed that she did not feel predetermined on the matter, and would be able to fully participate in the consideration of the item.

Councillor P Gomm declared an interest in application 23/02514/APP as the Chairman of the Winslow and Villages Community Board, which had occasionally used the premises as a meeting place with attendees of community board meetings. He confirmed that he did not feel predetermined on the matter, and would be able to fully participate in the consideration of the item.

Councillor F Mahon declared an interest in application 23/02514/APP as the case involved a public house, and he was a Publican himself. He confirmed that he did not feel predetermined on the matter, and would be able to fully participate in the consideration of the item.

Councillor Sir B Stanier Bt declared an interest in application 23/02514/APP as the Vice-Chairman of the Winslow and Villages Community Board and a Ward Member for Winslow on Buckinghamshire Council. He had been one of three Ward Members to have called the application in for consideration by the committee and had visited the pub on previous occasions. He confirmed that he did not feel predetermined on the matter, and would be able to fully participate in the consideration of the item.

Proposal: Solar PV panels on the roof of the function room and patio area to the rear of the hotel (retrospective).

It was proposed by Councillor P Cooper, seconded by Councillor F Mahon and

RESOLVED

that application 23/02514/APP be approved, as the committee did not agree with the officer’s interpretation of Policy C3 of the Vale of Aylesbury Local Plan (VALP) that the installed solar panels amounted to unacceptable adverse impact, including cumulative impact, on the Conservation Area, nor the listed building, nor their settings.

To confirm Members’ availability to undertake site visits if required.

Details on any site visits deemed appropriate to occur prior to an application’s consideration at the next scheduled meeting of the Committee would be communicated to Members as necessary.
