Brief action notes will now be taken for meetings going forward, replacing the minute format that we used to have due to a change in the Democratic Service Team.

 

Issue raised in the last meeting regarding a funding application from Stoke Hammond, this was resolved in the immediate days following the meeting to all parties satisfaction.

Action - Following questions, Martin confirmed that: He would confirm which carparks in Winslow were already earmarked for inclusion in the EV charging scheme

 



Attached map showing our car parks, ones where charge points are installed, and others which are planned for installation

 

At present there are no locations earmarked for the latest round of BP Pulse points in the Winslow area. However, there is another workstream ongoing to try and secure funding for points in Parish/Town council owned car parks and Winslow Town Council have submitted a request to be included in this for their 'Public Hall'.

Thames Valley Police

Minutes:

 

Superintendent Rebecca Mears provided an update on TVP.

 

A new PSCO has been recruited for Winslow and will be starting in the next few months.

 

Philip Delafield Stewkley PC complimented TVP for their actions this afternoon in successfully rounding up 25 cattle that had escaped.

 

Cllr Jordon asked if TVP could have a representative attend the Community Board meetings to provide an update on crime figures going forward.

 

 

Performance:

 

Broadly the demand across the Aylesbury Vale is broken down as follows but please can I remind everyone of the health warning that the boundaries are not exact due to subsequent changes to parishes that no longer match the boundaries on the police systems.

TVP are aware that there has been a lot of activity around a Nash site, there has been a lot of positive and proactive engagement with police warrants and public protection orders.

TVP are also aware of damage to seating in the football stands, as well as damage at the croquet lawn. CCTV is being considered.

 

John Gilbey Great Horwood PC asked if the new PCSO will come to the villages. Supt Mears advised that they would go where the demand and threat is, based on data.

 

Ian Whipp Newton Longville PC asked if given their location would PCSO’s come from Milton Keynes or Buckinghamshire. Supt Mears advised that PCSO’s would be allocated through Bucks. However, if there was an incident it would be the closest most appropriate resource available at that time.

 

Cllr Gomm asked if Nitrous oxide is an issue in the Winslow and Villages area. Supt Mears advised that there is no substantial problem in the area. If cluster of canisters are being found, then please report this so TVP have this information 

 

Philip Delafield Stewkley PC asked for the Thames Valley website to be updated so the PC is still being shown as under the Wing neighbourhood policing.

 

Roy van da Poll Winslow TC asked for more contact with PC’s and for them to regularly attend Town and Parish meetings.

 

Actions

 

·       TVP to have more of a presence at Community Board meetings and provide an update on local crime figures

 

·       Once the new PCSO is appointed can they be introduced to the Community Board

 

·       TVP to update their systems to realign Stewkley Parish Council to the Winslow area

Emily Davis from Action 4 Youth provided an update on the Breakout project, that the Community Board provided funding towards.

 

Ian Whipp from Newton Longville Parish Council provided an update on the Warm Wednesday initiative, that the Community Board provided funding towards.

 

Action

 

·       Action 4 Youth to email the case studies to the Community Board Manger who will circulate.

Minutes:

The Community Board have booked a stall again at the Winslow Show for the August Bank Holiday. If there are any other events that you think may benefit from having the Community Board on attendance, then please do let me know.  

 

Local Plan for Buckinghamshire & Local Transport Plan 5 Vision and Objectives Consultation. The consultation will be open until 4th June 2023 and is available online on Your Voice Bucks:buckinghamshire.gov.uk/vision-and-objectives

Buckinghamshire School Awards 2023, celebrating the work of the teachers and school staff are open. There is a dedicated Buckinghamshire School Webpage and nominations are open until this Friday, 28th April.

 

Proud of Bucks event is taking place on 16th May at the Winslow Bowls Club from 2:00 – 4:00 o’clock. This event is open to all. We will have some stall holders and a networking opportunity before the awards are announced. Refreshment will be provided. There are some posters, please do take a copy any if you are able to assist in the promotion then that would be much appreciated.

 

The Winslow and Villages Community Board have a funding budget of £103,029 for the 2023-24 financial year. There are two funding streams available Community Board Project Funding and Small Grants. Full criteria for funding can be found on the webpage. If you would like to discuss a potential project, please get in touch with the Community Board Manager via winvill@buckinghamshire.gov.uk. Applications are open until December 2023

 

John Gilbey Great Horwood PC asked for clarification on contribution funding for a project. Sophia advised that there is set amount and it would depend on the group applying and be done on a case-by-case basis.

  

Roy van de Poll Winslow Town Council suggested the Community Board could promote themself more widely in local publications

8.

Task & Finish Group Update

Minutes:

 

Cllr Chilver provided an update on the Environment Action Group. The next meeting is planned for 16th June, the itinerary for the day is;

 

 

 

If you have any ideas for future field trips, please let either Cllr Chilver or Sophia know.

 

 

Cllr Gomm provided an update on the Rural Economy Uplift Task and Finish Group. The aims of the group are to help uplift the economy of Highstreet ready for the station opens, to include the villages by looking at working collaboratively with the Community Bus. Look at the possibly of hosting events and increase into the nighttime economy, increase the market capacity. Oliver Rhodes will assist Cllr Gomm from a younger person's perspective.

Will engage with the wider Community Board to seek their input and ideas shortly.

Q - When will the Great Horwood High Street be scheduled for resurfacing? 

 

 A - I would advise you to contact the Highways Department, as I know you have had previous communications with them, and they would be best placed to provide an answer as this doesn’t relate to a Community Board project. I do know that we have a new Highways Contactor and with that money is being invested in technology and tools so hopefully you will see the positive impact of this in the coming months.  

 

Q - We carried out a successful Litter Pick in the village on a very wet Sunday morning in March and as well as the litter which was collected on the following Tuesday by BC a large dump of tyres and other debris was found in a ditch in Nash Road (B4033) close to the roundabout with A421, This was registered on Fixmystreet but on Tuesday I got an email notification that the case had been closed. However when I reinspected the site the rubbish had not been cleared and was still in place as reported. So I would like to know if this is normal practice and if so this makes a mockery of the whole system. See second attached word document. 

 

A – Apologies for the confusion, the case was closed on the day the litter was cleared however following specialist arrangements the 126 tyres were cleared on April 21st.
The case should have been closed once all items of fly tipping were removed from the site, please accept our apology for the early administration error.  

 

Q - Given recent announcements that the government would no longer pursue a mandatory target of 300,000 new homes a year, what are the implications for the housing targets contained in the VALP and the housing targets that would be included in the new Buckinghamshire local plan.  

 

A - The answer to this one is the housing targets in the VALP (2021) remain part of the development plan until that plan is replaced, regardless of any Government announcements.

For the Wycombe area, the target will be that in the Adopted Wycombe District local plan (2019). In Chiltern and South Bucks areas there is no NPPF-compliant local plan in place, so the Government's Standard Method for Local Housing Need is used.

 There is no housing target yet for the new Local Plan for Buckinghamshire as it is at an early stage, options for what it should be informed by an evidence base and the national planning policy framework and will be consulted on in 2024 as part of the local plan process. There will be some information in a late 2023 consultation on the Local Plan for Buckinghamshire on the Government's Standard Method for Local Housing Need and an indication of the sort of housing growth level that is needed.
