Introduction of waiting restrictions along Parkway, Marlow.

It is recommended that:

a.      The Cabinet Member authorises the making of the Traffic Regulation Order (TRO) as set out in this report.

b.      Responders to the Statutory Consultation are informed of the Decision

c.       The waiting restrictions and the parking bays are implemented as advertised at statutory consultation between 20th September – 11th October 2019.

S106 Scheme for the provision of a speed limit TRO on New Road, Weston Turville. This is to mitigate concerns relating to road safety following the development of new residential premises adjacent to New Road. The proposal relates to an extension of the existing 40mph speed limit covering the extent of the new residential development.

Recommendations:

It is recommended that:

a)      The Cabinet Member authorises the making of the Traffic Regulation Order as set out in this report, for the extension to the 40mph speed limit on New Road, Weston Turville.

b)      That responders to the Statutory Consultation be informed of the Decision

S106 Scheme for the provision of a speed limit TRO in Dollicott, Hadddenham, and its adjoining roads. This is to mitigate concerns relating to road safety as a result of increased vehicular and pedestrian traffic, following residential development in the immediate vicinity. The proposal relates to an area wide 20mph speed limit being introduced in the residential streets.

Recommendations:

It is recommended that:

a.             The Cabinet Member authorises the making of the Traffic Regulation Order, as set out in this report for the Dollicott 20 mph speed limit & to its adjacent side roads, as advertised during the Statutory Consultation process.

b.             That responders to the Statutory Consultation be informed of the Decision.

This is to mitigate concerns relating to road safety as a result of increased vehicular and pedestrian traffic, following residential development in the immediate vicinity. The proposal relates to an extension of the existing 30mph speed limit covering the extent of the new residential development.

Recommendations:

It is recommended that:

a.        The Cabinet Member authorises the making of the Traffic Regulation Order as set out in this report, for the extension to the 30 mph speed limit on Stanbridge Road Haddenham, and advertised during the Statutory Consultation process.

b.       That responders to the Statutory Consultation be informed of the Decision

Recommendations: To agree the Fleet Trading Account budget for 2020-21 in line with current Financial Regulations.

Proposed 40 mph Speed Limit for A418 Scotsgrove Hill / Aylesbury Road, C70 Thame Road & Mill Lane, Haddenham.

Recommendations:

It is recommended that:

a.        The Cabinet Member authorises the making of the Traffic Regulation Order as set out in this report for the ‘Scotsgrove’ area of Haddenham, for a 40 mph speed limit scheme, as advertised during the Statutory Consultation process.

b.       That responders to the Statutory Consultation be informed of the Cabinet Member Decision

This report sets out the overview of the financial Revenue and Capital outturn position across all five legacy Councils for the financial year 2019/20. 

There are further 4 detailed reports on the Agenda for:  Bucks County Council (BCC), Wycombe District Council (WDC), Aylesbury Vale District Council (AVDC) and a combined report for South Bucks and Chiltern District Council.  Although, all the Council’s provide similar services, however they do have different challenges and dynamics and therefore these separate reports provides an insight into the financial performance for the year. 

RESOLVED:

a)        Consider and Note the summarised Revenue and Capital outturn for all the five legacy Councils.

b)        Approve recommendation in respect of Capital carry forward £13.825m (this amount was amended during the meeting as the figure of £14.7m in the agenda pack was an error) as detailed in the Aylesbury Vale District Council outturn report.

c)         Approve recommendation in respect of Revenue (£1.2m) carry forward and Capital (£4.5m) carry forward as detailed in the Wycombe District Council outturn report.

Recommendations:

1.      To implement VAT charges for non-household waste in line with HMRC instruction as soon as possible.

2.      To add the VAT to the existing prices rather than incorporate into the current price level, with this change implemented from 1^st August 2020.

Recommendation: To approve for public consultation the Burnham Beeches Special Area of Conservation Mitigation Strategy – Draft Supplementary Planning Document Consultation

Recommendations: That Buckinghamshire Council supports delivery of digital infrastructure alongside the construction of the Western Section of EWR and agrees to the use of Work In Kind (WiK) funding (a local Buckinghamshire contribution of £456,000) being used to deliver digital connectivity along the route.
