The International Holocaust Remembrance Alliance (IHRA) working definition of antisemitism and its contemporary examples are a widely adopted non-legally binding definition of antisemitism. The UK government has adopted the definition and has recommended its adoption to local government.
The paper recommends adoption by the Buckinghamshire Council of the non-legally binding working definition of antisemitism and all of its illustrative examples.

28/01/2021 - Little Missenden Vent Shaft access Schedule 4 (Decision to be taken) ref: 389    Recommendations Approved

HS2 Ltd has submitted a Schedule 4 (highways approval) under HS2 Hybrid Act 2017 to the Council to construct a roundabout at Keeper's Lane to facilitate access to the vent shaft at Little Missenden. The solution identified in the HS2 submission has raised concerns locally which HS2 Ltd is aware of. A decision needs to be made less than 28 days after submission otherwise the approval deems.

Cabinet received a report on Buckinghamshire Council’s consultation response to the proposed new prison at Her Majesty’s Prison (HMP) Grendon/Springhill in Grendon Underwood.

 

On 2 December the Ministry of Justice (MOJ) launched a public consultation on ‘The New Prisons Programme’ which outlined their proposal to build a new prison to house up to up to 1680 additional prisoners in a category C resettlement environment in Buckinghamshire. Appendix 1 to the report set out the Council’s draft response to the consultation. This had been formulated by seeking input and views from relevant departments across the Council as well as local councillors. Feedback from local residents and key partners had also been taken into consideration.

 

Cabinet were in support of the draft response to the Government consultation, as set out in the Appendix 1, agreeing to enhance the section on the environmental impact and review the wording in the labour market and housing affordability section. 

 

RESOLVED: That the draft response to the Government consultation, as set out in Appendix 1, be agreed and that responsibility for submission of the final response, incorporating any further changes after the Cabinet meeting, be delegated to the Corporate Director (DCE) in consultation with the Cabinet Member/Leader of the Council.

o   Zone HW2 -

§  Oxford Street, High Wycombe amend entitlement from “All properties” to “All properties west of Arch Way” as Oxford Street east of Arch Way is included in zone HW1.

§  Mendy Street, High Wycombe amend from “All properties” to “All properties except Summer House” as this location is covered in zone HW7.

o   Zone HW9 – Amend zone entitlement to “Shopmobility only”.

o   Zone LC1 – Amend zone entitlement from “All properties” to No’s 9 to 25 only”, all other properties have off-street parking.

o   Zone PR1 - Remove entitlement of permits from all households on Wycombe Road, Princes Risborough, as location is included in zone PR2.

The Leader AGREED that:

 

a)      a second round of financial assistance is to be made available to commercial bus companies who run school bus coaches independently of the Council. This will be open to all bus companies who have experienced a loss of income from ticket sales on school only commercially run bus routes due to the latest lockdown.

b)     the grant funding scheme will be available to support loss of income in the current lockdown period (e.g. up until the February half term). The estimated total financial cost is £308k.

 

 

In a major emergency, the Leader may take any immediate urgent decision required without consultation. The current Covid-19 pandemic qualifies as a major emergency, as it is an event that causes or threatens death or injury and disruption to the community on such a scale that the effects cannot be dealt with by the emergency services, local authorities and other organisations as part of their normal, day to day activities.
