Reserved matters application for approval of access, appearance, landscaping, layout, scale and associated works including proposed Village Green scheme pursuant to outline planning permission 18/05597/OUT.

 

Members noted the Update.

 

After a very full debate a motion was proposed and seconded to refuse the application for the following reasons:

 

In the opinion of the Local Planning Authority the siting, number, scale, massing, and height of the taller buildings within the proposal would have an unacceptable detrimental impact upon the views and vistas from and towards the site, with particular regard to views though/across the development area to the valley side to the north, and the visual connection between the river and valley sides. This is contrary to Wycombe District Local Plan Policies BE1.4, DM32.1, DM32.2, CP9, and Objectives 10 and 11 of the Adopted Slate Meadow Development Brief.

 

However, this motion was defeated when Members voted.

 

Following further debate, Members voted in favour of the motion to delegate authority to the Director of Planning & Development to grant permission subject to first receiving amended plans showing a 200mm reduction in height to the 2.5 story apartment blocks, and subject to the conditions set out in the report and the additional condition in relation to flint work in the written update report.

Members voted in favour of the motion to approve the application subject to the removal of Parts A and E of permitted development rights .
